Dover Public School FY17 Operating Budget Presentation March 3, 2016

Budget was approached with: an acute appreciation for the Town’s finances consideration of the guidance provided by Dover Warrant a desire to provide level services in line with current enrollment realizing our projections are leveling/increasing after several years of decline. Healthcare costs for school employees are not reflected in this budget. They are included in the overall Town healthcare costs. Chapter 70 Revenues of approximately $700,000 are anticipated to offset FY17 costs to town taxpayers. Capital Requests for FY17 total $45,300 representing both facilities and technology needs. Increase of 2.60% ($170,340) Estimated enrollment is 452 with 24 sections in addition to 15 pre-k students. (FY16 estimated was 436 with current actual of 470 in addition to 14 pre-k students.) Contracts in year three of contract agreements and 2% budgeted for all non-contract staff ($165,000 increase) Adding one classroom teacher and 0.4 FTE for FLES program as third grade is rolled into Spanish program. Dover Public School Special Education – Out of District Mandates and Funding Special education is a federally mandated program for students with disabilities from the ages of 3 – 22 years. Services need to meet the legal standards of FAPE (Free Appropriate Public Education) and be provided in the least restrictive environment. 36 students are budgeted to be placed out of district as the District cannot provide the appropriate level of services required for their education. Circuit breaker reimbursement from the State funds a portion of the out of district tuition costs.

Dover Public School FY17 Budget Drivers Special Education – Out of District Increase of 0.90% ($28,383) Estimating 36 OOD placements (Students 3-22 years of age) FY16 was budgeted for 32, actual is 37 2 placements aging out and 2 left district Tuition decrease of $687,000 5 new placements Tuition increase of approx. $250,000 Cases moving from day programs to residential Tuition increase of 435,000 Current tuition increases of 3% Tuition increase of $76,000

Dover Public School FY17 Budget Drivers Special Education – Out of District Circuit Breaker Reimbursement Budget numbers are presented gross and do not reflect any state reimbursement. Town is reimbursed a portion of tuition costs for OOD placements. A 75% reimbursement is mandated for cases in excess of approx. $40,000 (for Dover). Current reimbursement however averages 65-70%. FY17 CB for Dover is estimated to be approx. $1,000,000. The Districts have implemented several new initiatives in the last five years to keep as many students, as appropriate, in-district. These include: creating specialized classrooms (new pre-K in FY16), engaging a language-based specialist consultant, developing Response to Intervention (RtI) protocols to earlier identify struggling students and provide support and reviewing operations at all three districts for potential cost-sharing and efficiencies.
