How it began The National Bilateral Institute of the Tertiary sector is a joint association founded in 1995 by the national trade union organizations of employers and workers : CONFCOMMERCIO and FILCAMS-Cgil, FISASCAT-Cisl, UILTuCS-Uil based on the standards of the CCNL of the Tertiary, Distribution and Services sector. The Institute is a non- profit, voluntary association. The Institute is situated at the centre of a network that includes over one hundred territorial Bilateral Institutes established throughout the national territory.

The importance of bilateralism The institute operates- not only to supply services to workers and businesses- but also with the common strategic aim to stabilize markets and govern the labour market. The development of bilateralism has improved trade union relations by fostering a more collaborative and participative approach to all of the matters and areas where it can be practiced, in a sector such as the tertiary, characterized by a highly fragmented employment situation.
Mission The Institute, an effective means for regulating the labour market, is assigned with specific authorities on issues effecting both employers and workers, by CCNL and ordinary legislation. The Institute pursues the objective of promoting a common model of economic and social growth that brings together businesses’ need to be competitive with the professional development of workers.

How it is funded The Institute is funded through contributions from both businesses and workers. The fee, established by CCNL, is equal to 0.10% paid by companies and 0.05 paid by workers, calculated on base salaries and cost of living allowances.
