Constraints and Solutions ConstraintsProposed Solutions RCC-4 and NCC-4 committed in many projects plus other National Commitments Institutions should allocate more time to civil servants involved in SWIOFP. Threat of piracy in some areas of the SWIO Focus effort in areas not at risks. South Mozambique, South Madagascar, Mauritius, Reunion and South Africa Difficulty in sourcing suitable vessel willing to operate in risky areas Recruitment of a Cruise coordinator in late 2010 assisting in sourcing Delay for funds to be transferred from RMU Lengthy procurement process (3 quotes)Single sourcing should be encourage Lack of responsiveness / continuity from NCC4s on requests by RCC-4 Improved commitment of NCC-4 and enhanced communication within MNU

Conclusion Minimum 80% of the planned activities is expected to be completed by end on 2012
