ITAR Process for Conferences Sophia Bright has been reviewing the process Discovered that there has been much activity with AIAA staff Efforts to pass information forward from Forum to Forum  Discussion about establishing an “ITAR” committee to develop standards 4

Fees Collected by TCs Request by TAC and Exec Director to look into the issue Some Technical Committees collect a fee (typically $10) to fund dinners and other meeting expenses Space Operations & Support TC Space Systems TC When queried, the TCs were unaware they were violating any rule or by-law They wanted to understand the guidelines 5

From AIAA By-Laws - Dues 3.3 The annual dues for the several grades of members shall be annually reviewed and the amounts set by the Board. Changes in the dues schedule shall be adopted by a majority vote of all members of the Board Membership dues shall include subscriptions to Aerospace America. Student Members shall receive on a personal mailing basis Aerospace America and the AIAA Student Journal Membership dues shall be payable annually in advance of the membership expiration date. Members in all grades shall be liable for payment of dues until membership shall have terminated by resignation or otherwise. The Board may waive dues in whole or in part at its discretion No member shall be entitled to any return of dues upon severance in any manner of his membership in the Institute, or on liquidation of the Institute. Membership is determined by the applicant’s personal education and work experience and thus is not transferable Services to members (except Student Member grade) whose dues are in arrears shall be suspended 1 month after membership expiration date. Delinquent members (including Student Member grade) shall be dropped from the membership rolls 3 months after the membership expiration date A Code of Ethics providing standards of professional conduct for Institute members, which shall be binding upon all membership, may be issued by the Board The Board may approve and issue Internal Governance Policies such as Conflict of Interest, Code of Ethics and Whistleblower policies, binding its own members and other volunteers working on behalf of the Institute or related entities. 6 Sections, Branches, TCs/PCs are not called out Fees by TCs

From AIAA By-Laws – Section & Student Branches Each Section has a fiduciary responsibility to the Institute to ensure that the Section finances are properly managed and tracked on a periodic basis in accordance with the accounting and reporting practices determined by AIAA’s Finance Committee…. Sections may not charge dues. Student Branches may charge local dues. Incidental voluntary collections for social and technical activities are permitted 7 Sections are explicitly prevented from charging dues, Student Branches may charge Fees by TCs

From AIAA By-Laws – Technical Committees 5.5 The Technical Committees shall be established by the President with the approval of the Board on the recommendation of the Vice President-Technical Activities and by the Technical Activities Committee. The Board may abolish or consolidate Committees and redefine the scope of any Committee so appointed. Technical Committees shall be established to cover the major areas of professional interests of the Institute. The functions of the Committees shall be to assist the Institute in developing programs for meetings and other technical communications in specialized areas of professional interest and to provide the Institute with authoritative opinion on specialized subjects in their prescribed areas of concern. Committees shall be responsible for the scope, organization, and technical content of the meetings within their specific areas of competence. All Technical Committee members must be members of the Institute. Chairpersons of Technical Committees shall be elected by the Technical Committee membership and certified by the Vice President-Technical Activities. Members of Technical Committees may be nominated by the Chairperson of each Committee and shall be certified by the Vice President-Technical Activities. The Chairpersons of all Technical Committees shall serve for 2 years or until their successors are selected and qualified and may serve for 1 additional successive term. Members of all Technical Committees shall serve for 1 year and may serve for not more than a total of 3 successive terms on the same Committee except that, upon recommendation of the majority vote of the Technical Committee, the Vice President-Technical Activities may appoint a Chairperson or members for additional successive terms. The membership of any Technical Committee shall be limited to a maximum of 35 including the Chairperson unless an increase is approved by the Technical Activities Committee. All positions shall be filled as soon as possible after the Annual Business Meeting of the Institute. 8 No mention of dues in TC write-up Fees by TCs

TAC Workshop at SciTech 2015 TC/PC and RSAC leadership asked to participate Approximately 80 were in attendance (8 tables of 10) Each table brainstormed to list the individuals and groups that AIAA is/should/could be serving Identify products and services that are in place/needed to serve the identified groups Randomly selected tables briefly reported out on how to better serve/provide products to identified groups. TAC Workshop at SciTech 2015 Exercise #2 What AIAA can offer/what initiatives can AIAA undertake that would leverage these positives (excitement and interest)?  What does AIAA need to offer in the future in order to stay relevant, given the direction of and emerging trends in the aerospace profession?  How does AIAA distinguish itself from other technical society/ trade organization competitors? Exercise #3 Based on the outcome of the discussions of Exercise #2, each table discusses and documents any products/services that AIAA could develop and grow that will achieve the vision and strategy:  For the existing profession  For the future profession 12 Workshop SciTech 2015

Compelling Additive Value: A Path to Improved Revenues & Stature Dr. Jim Horkovich, AIAA Fellow, provided a series of interesting ideas for consideration… These included: Latest TAC Newsletter asked attendees of TC/PC Training Session to come to SciTech with suggestions for improving AIAA’s revenue stream. Financial environment for professional societies is increasingly difficult, with obvious and hidden challenges. Creating a culture of “Compelling Additive Value” will result in the foundation for improving revenues and overall stature. “Compelling Additive Value” needs to become the foundation of decisions regarding organization(s), events, activities, communications. 18 Workshop SciTech 2015

“Compelling Additive Value” AIAA must recognize that participation for many members is becoming more and more “Self-funded” Provide value for self-funded retirees to stay involved Provide value for currently active (employed) members when employer funding is not available Improve horizontal internal and external communications and cooperation that “compel” active involvement Event scheduling considerations Create additional networked opportunities at the national and regional level Create ongoing educational opportunities that travel to the members locally, rather than requiring travel to a conference 19 Workshop SciTech 2015

“Self-Funded” Participation Recognize that participation for many members is becoming more and more “Self-funded.”  Funding availability for employed members no longer easily available.  Last 25 years of my professional career seldom provided employer funding for participation; many of my activities have been self- funded. Retiring “baby boom” generation no longer qualifying for employer funding for conferences, events, membership fees.  Great source of knowledge –find new ways to keep retired members involved.  More than just a ‘retiree registration fee” for conferences –travel costs far outweigh registration fees. Activities must provide “Compelling Additive Value” to pass the “Self- funding” test. 20 Workshop SciTech 2015 The Essential Planning Question must become: “Would I pay for this out of my own pocket?”

New Business Improve the perception/process so that AIAA technical papers count as peer review publications for Academic and Government members  Is there a certifying body? How do we improve the perception?  How does abstract/paper review process need to evolve to enable this? –Look at ASME process –Assess impact to TC/PC paper selection process »Post conference paper assessment? 21 Workshop SciTech 2015

Summary/Next Steps All raw inputs have been collected for further assessment and evaluation Include Dr. Jim Horkovich’s observations for consideration With TAC inputs and concurrence, will pass on/work with Tom Irvine and business team to further develop possible recommendation and plans for actions Due to timing and scheduling, it appears the Workshop will not be held next year Thanks to Robbie Robertson, Megan Scheidt and the AIAA staff 22 Workshop SciTech 2015
