HADR Exercise Safety

RIMPAC 2016 All participants in the HADR portion of the RIMPAC 2016 Exercise are responsible for following published CCTF/Commander US Third Fleet exercise safety guidance. – Marine Mammal Mitigation – Bridge to Bridge Channel 71 monitoring – Safety courses – Aviation safety courses for ships – Any published Special Instructions (SPINS) – Attendance at Aviation Briefs

General Safety Daily exercise control briefs and event briefs are will cover safety. Tactical units controlling each event are responsible for having a designated safety representative. Each training location will conduct and report safety inspections of their designated training area prior to commencing the days events to the HADR Exercise Control Group at Ford Island. Copy the Exercise control group on all safety briefs and Operational Risk Management.

Halting an Event for Safety Every person is a safety observer, and has the authority to halt the exercise to address a safety issue. The published exercise guidance uses the term “Knock-it-off” transmitted 3 times over exercise circuits, or spoken at a physical training site to halt any event Events will only be restarted by the HADR Exercise Control Group, in consultation with Third Fleet Exercise Control for any underway events

Ford Island Safety All personnel are required to comply with camp safety requirements, traffic control, and designated parking areas at the HADR camp. Published SOPs will be followed for HLZ operations, including the presence of an onsite HLZ OIC at Ford Island.
