INTERNATIONAL LABOUR CONFERENCE Standard-setting committee: the amendments process

2 THE COMMITTEE’S MANDATE To consider and reach agreement on a proposed text that, when adopted by the Conference, will become an international labour standard

3 THE AMENDMENTS CYCLE Group meetings: To examine proposed Conclusions and formulate amendments Adoption of proposed textSubmission of amendments Discussion of amendments Group meetings: To examine others’ amendments and agree on a position Translation of amendments

4 FORMULATING AMENDMENTS It must be submitted in writing, using the form provided by the secretariat. It must be submitted in English, French or Spanish. An amendment is a proposed change to the text under consideration.

6 FORMULATING AMENDMENTS Examples of amendments 1.Delete the last line in point 1. 2.In the last line of point 2, delete “national”. 3.Replace point 2 by: “One of the consequences of… ”. 4.In the first line of point 3, replace “heart” by “core”. 5.Between the third and fourth lines of point 4, insert “For the purposes of this point, …”. 6.At the end of the last line of point 4, add “and social security contributions”. 7.Move “where reliable mechanisms…” to the end of point 4.

7 SUBMITTING AMENDMENTS D.12

8 CONSIDERING AMENDMENTS Amendments submitted by an individual member must be seconded The sponsor introduces the amendment The amendment is discussed A decision is reached The Chair decides the order in which amendments are discussed

9 THE FATE OF AMENDMENTS Each amendment must be considered, and a decision reached on its fate. Fall For lack of support, or some other reason. Withdrawn Rejected Adopted No second; made irrelevant by the adoption of another amendment. By consensus, clear majority or vote.

10 Original amendment: submitted by Group X: Add the following bullet point: “Members should formulate national policy for reviewing at appropriate intervals statistics on employment.” SUB-AMENDMENTS What is a sub-amendment? A proposed change to an amendment under discussion Sub-amendment submitted by Group Y: “Members should formulate and apply a national policy for reviewing at appropriate intervals statistics on employment.”

11 SUB-AMENDMENTS The discussion of the original amendment is suspended The Committee must deal with a text that is introduced during the discussion The sub-amendment may be sub-sub- amended. Are all sub-amendments admissible? What is the impact of a sub- amendment on the discussion?

12 ADOPTION AND SUBMISSION Adoption of the proposed Conclusions. Submission to the Conference by the Committee’s Officers.
