Techno Economic Feasibility of Segregated Organic MSW Based Presentation on Techno Economic Feasibility of Segregated Organic MSW Based “Biomethanation-cum-Power Generation Plants Installed by Pune Municipal Corporation” By Sanjay Nandre Enprotech Solutions, Pune

Pune City- A Brief Profile on SWM Sixth largest city in India Total Area- 243.84 Sq. km. Current Population- 39.33 Lakhs Total Waste Generated- 1400 -1500 MTD MSW Generation - @ 350 -450 Gms./capita/day per day Organic Waste Content - @ 45-50% - Waste-to-Energy

Why Decentralized Biomethanation Plants…? Open Dumping was stopped during 2009-10 – PMC had no option but to explore alternatives for processing & disposal of MSW. Organic MSW is putrescible in nature and need immediate treatment to avoid any adverse implications on human being & environment. Basic Philosophy behind setting up Decentralised Biomethanation plant is To Treat & Dispose off Segregated Organic Wet Wastes in a decentralized manner. Reduction in transportation cost @ Rs. 650-700 per ton of waste, approximately Rs.10.72 lakhs annually. Increase effective life of Sanitary Landfill.

Waste-to- Energy Options For MSW Replacement to the Coal Dry Garbage (48%) Separation Wet Garbage (45%) Combustible Wastes Tree Branches Coconut Shells Packaging Wastes Paper & cardboard Recyclable Wastes ( 7%) Plastic, Metal & Glass Kitchen Wastes ( 70%) Fruit & Vegetable Market Wastes Garden Wastes (30%) Biomethanation Densification Pelletization / Briquetting Incineration Pyrolysis / Gasification Replacement to the Coal For Bakeries‘, Hotels, Industrial Boilers Composting

Typical Waste-to-Energy Plant

Techno-Commercial Viability MSW based Decentralized Biogas Plants (Direct Benefits) Parameters Electricity Generation Thermal Application Plant Cost Rs. 110.00 Lakhs Rs. 95.00 Lakhs Biogas Generated 250 - 300 Cum./day Equv. Output 300-350 kWh /day 126 Kg./day Auxiliary Consumption @ 50 kWh/day Annual Savings due to Biogas Rs. 5.93 Lakhs (250 kWh/day X Rs.6.50 /kWh X 365 days) Rs. 42.70 Lakhs ( 6½ Cylinders X Rs.1800/- per Cylinder X 365 days) Annual Savings due to Manure Rs. 1.80 Lakhs ( 150 TPA X Rs.1200 / MT) Savings in Transportation of Wastes to Landfill Site Rs. 12.77 Lakhs ( 5 TPD X Rs. 700/- / Tone X 365 Days) Total Savings Rs. 20.50 Lakhs Rs. 57.27 Lakhs O & M Cost Rs. 10.00 Lakhs / Year Rs. 9.00 Lakhs/Year Net Savings Rs. 10.50 Lakhs Rs. 48.27 Lakhs/Year Simple pay-back period 10 Years 2 Years

Techno-Commercial Viability MSW based Decentralized Biogas Plants INDIRECT SAVINGS Savings in Conventional Fuel - Coal to Electricity 100 Tones / Year Stopping Release of Methane to the Atmosphere 54,000 Cum./Year Generation of Employment 5 Persons Volume saved at Landfill / Open Dumping Site 3000 Cum. Stopping Ground Water Pollution at Open Dumping / Landfill site The total CO2 equivalent emissions could have been 5.58 times the current emissions in case PMC had not installed the scientific technologies to process MSW in Pune city

Structure of PMC’s Biogas Program PMC’s Obligations Providing Segregated Organic Wastes at site Providing Land, Water & Electricity at Free of Cost during O&M Taking away rejects form the plant area on day to day basis Manure Lifting & Utilization Mechanism Connecting Liquid Manure to the Drainage – STP Obtaining necessary Statuary Clearances - MPCB Electricity distribution arrangement

Structure of PMC’s Biogas Program Obligations of Technology Supplier – EPC Contracting Design, Supply, Installation & Testing & Commissioning. Carrying out post commissioning O&M for 5 years. Ensure periodical checks of all safety aspects of the plant Ensure smooth & continuous O&M on long run basis. Prompt response to maintenance issues to avoid shutdowns

Structure of PMC’s Biogas Program 4/28/2017 Structure of PMC’s Biogas Program Domestic Scale – Privately Owned - Bungalow’s /Flats / Housing Complexes / Hotels / Institutes/ Resorts./ Residential Colonies. (100 Kg. to 3 TPD) Medium Scale (Decentralized) - Owned by PMC (5 – 10 TPD) 2.1 PPP Mode – ULB’s (Capital Cost + O&M) + Institutes (Land) = Institutes may utilize biogas for cooking / Electricity generation. 2.2 PPP Mode – ULB’s (Land + O&M Cost) + Rotary Clubs / Industrial Houses (CSR) (Capital Cost) = ULB’s may utilize biogas for cooking / Electricity generation. 3. Large Scale (Centralized System) - DBOOT / BOO .(100-500 TPD)

4/28/2017 Case Study - 1X5 TPD Biogas Plant at Model Colony, Pune (Period - 1/11/2009 to 29/2/16 - 76 Months). PMC’s Achievements In Waste-to-Energy 25 Decentralized Biomethanation Plants installed on EPC Contract. @ 250 Nos. Biomethanation plants at Housing Society levels. 300 TPD (1st Phase) Pyrolysis Technology based Waste-to-Energy Plant on DBOOT – By ROCHEM 300 TPD Biomethanation plant with Bio-CNG is under commissioning on BOOT basis. Another 600 TPD Biomethanation plant is sanctioned on BOOT basis. Expected to commission in 2016-17. Capping of existing landfill site along with power generation in progress.

4/28/2017 Areas of Concern Approach – Waste-to-Energy is an Integral part of SWM – can not be implemented in isolation. Awareness - Limited knowledge about Biomethanation Not a priority area – always neglected while budgeting Prerequisite Requirements - Segregation of Wet wastes at source and separate transportation facility for segregated wet wastes. Securing funds for O&M on annual basis. ‘Economics ‘ overpower ‘Necessity’ Economics depends on effective utilization of by-products. Treatment of leachate is always an issue for debate – No concrete guidelines

Some Suggestions Registration of Technology Providers with SNA/MNRE is must – to keep the hold on Technology Suppliers. CFA conditions should be user friendly and based on the practical outputs / results rather than academic figures. There must be a common ‘Scope-of-Work’ to be defined, to bring project cost competitive & bring Technology Suppliers at common platform. Since, ‘Waste-to-Energy’ offers duel benefit – Renewable Energy Generation and Pollution Abetment – Tax (5% VAT) exemptions will help to bring down the costs as well as to reach maximum clients. Allow Thermal application eligible for subsidy Since it is Green Energy Projects - SPCB’s approval may be waved off.
