United Nations Darfur Fund Genesis of the DDS Outline
Darfur Assessment and Donor Conference (DDPD Art. 32) – § 176: The Darfur Joint Assessment Mission (DJAM) shall be established to identify and assess the needs for economic recovery, development and poverty eradication in the aftermath of the conflict in Darfur. Such needs shall be presented at a donors’ conference to be convened three months after the signing of this Agreement. – § 180: Darfur development needs in social areas and infrastructure shall be assessed and the resources required for addressing those needs within six years shall be determined by the DJAM. The DJAM was led by DRA with the support of a broad spectrum of UN Agencies, UNAMID, the World Bank, African Development Bank and Donors, under the overall coordination of UNDP Genesis of the DDS
The DDS was developed based on a comprehensive consultation process, the DJAM The 2012 DJAM built on the 2006 DJAM process, subsequently published documents, studies, Five Year State Plans and pertinent federal Ministry plans and federal documents, WB IPRSP, UNDAF, donor funded published documents and others Assessment structured around 10 Thematic Working Groups covering areas/sectors demarcated in Article 31 of the DDPD that identified priorities/needs and the necessary time sequence for their start and realisation. Participating Agencies As of 10 th June 2014, 13 agencies have joined the UNDF. FAO IOM UN Habitat UN Women UNDP UNEP UNESCO UNFPA UNHCR UNICEF UNIDO WFP WHO Based on Experience The UNDF has been developed based on a review of lessons and experiences with multi-partner trust funds, especially those aiming at post-crisis reconstruction. The review included the Iraq reconstruction fund, the Banda Aceh Post-Tsunami Fund, the South Sudan CHF, the Sudan CHF, and the Yemen National Dialogue and Constitutional Reform Trust Fund.

Partner Participation Each contributing partner will be member of the UNDF steering committee, with representation in the Darfur Coordination Board Contributions will be channeled through the UN Multi-Partner Trust Fund (MPTF) office, as per Standard Operating Procedure (ref. CHF, DCPSF). Contributions can be channeled to the PUNO window or the NGO window; they can be earmarked in accordance with partner rules and regulations. Disbursed contributions will be charged 1% AA and 7% PUNO or MA fee.

Proposals are now subject to an external vetting process for before being submitted for official approval to the Steering Committee in July.
