IBM Global Technology Services © 2006 IBM Corporation 2IBM Project Office | What is TSP-eSP?  The Technical Services Program eAccess Services Portal – an innovative new way for agencies to submit Service Level-D (SL-D) requests online  Designed to enhance the experience for vendors, agencies and the IBM Project Office through the Service Level-D (SL-D) request process  Features and capabilities available through the new online tool include: –Submit new service requests –Track open service requests –Propose candidates to agencies –Review submitted bid responses from vendors –Easy access to vendor profiles –Automated notification throughout the SL-D request and response process –Password-protected, 365/24/7 access –View history of submitted requests

IBM Global Technology Services © 2006 IBM Corporation 3IBM Project Office | Accessing TSP-eSP from the main TSP website  The TSP-eSP website can be accessed through the existing State of Illinois TSP website: –  Links on the State of Illinois TSP website offer: –More information about TSP-eSP, including downloadable user guides –Direct access to sign into the TSP-eSP website –A simple way to access the form to create an IBM ID and password, if necessary, and request authorization to access the TSP-eSP website

IBM Global Technology Services © 2006 IBM Corporation 4IBM Project Office | Accessing the TSP-eSP website: First time-only registration  TSP-eSP is designed to provide customized access based on your profile in a secure manner  First-time visitors to the TSP- eSP must complete a two-step process to: 1)Create an IBM ID and password, if you do not already have one 2)Submit a form requesting access to TSP-eSP, reviewed by the IBM Project Office  These two steps are outlined on the TSP-eSP homepage  To get started, click on step 1 – “Create an IBM ID and password”

IBM Global Technology Services © 2006 IBM Corporation 5IBM Project Office | Accessing the TSP-eSP website: First time-only registration  The “My IBM registration” process allows you to create an IBM ID and password instantly that will be used to sign into TSP-eSP –My IBM registration is designed for use by all IBM websites requiring ID and password –If you already have an IBM ID and password, you are not required to create an additional, new IBM ID and password to access TSP-eSP  Your IBM ID should be your e- mail address  Create a password, provide a security question and answer, then move on to the final page to create your IBM ID and password

IBM Global Technology Services © 2006 IBM Corporation 6IBM Project Office | Accessing the TSP-eSP website: First time-only registration  Only “First name” and “Last name” need to be provided on the final page of the “My IBM registration” process  Additional, optional information provided on the “My IBM registration” form will not be utilized within TSP-eSP –Selection of checkboxes at bottom of page have no bearing on function within TSP-eSP  Once required fields are completed, hit “Submit” at bottom of page  You’ll be taken to the “My IBM registration” thank you page – close this window and return to the TSP-eSP welcome page

IBM Global Technology Services © 2006 IBM Corporation 7IBM Project Office | Accessing the TSP-eSP website: First time-only registration  To complete the first time-only registration process, it’s necessary to request access to TSP-eSP  The “Access request” page ties your IBM ID with information in your profile: –Provide key business information including name, address, and phone –Select “Vendor” as the user type and choose your company’s name from the dropdown box  Once the “Access request” form is completed, click submit –Requests for access will be reviewed and approved by the IBM Project Office –Generally, requests will be approved within 1-2 business days and access to the site given the following business day

IBM Global Technology Services © 2006 IBM Corporation 8IBM Project Office | Accessing the TSP-eSP website: Signing on to the site  Once you have received confirmation from the TSP Project Office that your access to TSP-eSP has been approved (approx. 1-2 business days), return to the welcome page and follow the link to sign in  A pop-up box will appear: –User name = IBM ID –Password = IBM ID Password  Click “OK” to enter TSP-eSP –If you receive an error page: Confirm that you have entered IBM ID and password correctly Check to be sure caps lock is not on (IBM IDs and passwords are case- sensitive) If you have received confirmation that your access has been approved and you are unable to sign on, contact the IBM Project Office

IBM Global Technology Services © 2006 IBM Corporation 9IBM Project Office | Navigating the TSP-eSP website: Homepage overview  After sign-on is successfully completed, the TSP-eSP homepage provides key navigation links and information –User name and associated company are displayed –Center text section of page is utilized for any updates or broadcast messages –Left-hand navigation menu provides links to access: Service Level-D requests from agencies Online repository of quick reference guide, user guide, and vendor training slideshow available for viewing and download General IBM Project Office contact information TSP-eSP homepage accessible from any point in the site

IBM Global Technology Services © 2006 IBM Corporation 10IBM Project Office | Navigating the TSP-eSP website: Service Level-D requests link StatusDefinition Bids requested New SL-D request submitted for vendor response; vendor has not provided any response to agency Submitted bids SL-D request received by vendor to which candidates have been proposed to agency for review and consideration SL-D request awaiting authorization SL-D request to which vendor has responded, agency has selected at least one of the proposed candidates, and agency has submitted to IBM Project Office for authorization Draft bidsSL-D request received by vendor to which candidates have been created but not proposed/visible to agency  The primary work area containing all SL-D requests directed to the vendor by agencies can be accessed through the Service Level-D Requests link in the left-hand menu  SL-D requests are grouped into 4 categories:

IBM Global Technology Services © 2006 IBM Corporation 11IBM Project Office | SL-D requests: Reviewing new requests  When a new SL-D request is submitted and your company is selected by the agency to respond: –A notification will be sent to all users registered for TSP-eSP access –Notification includes: Request ID number and project title Response due date Requesting agency Link to login to TSP-eSP to access complete detail provided by agency when submitted –Once logged into TSP-eSP, the new SL-D request will be listed in the “Bids requested” category  To view details provided by the agency, click on the Project title

IBM Global Technology Services © 2006 IBM Corporation 12IBM Project Office | SL-D requests: Reviewing new requests  Within each request, the following information will be available:  A note about “Skill level” –Skill level (when requested by agency) and required for each candidate proposed by vendor corresponds to the rate established within the TSP Data fieldDefinition Request ID and submission date System-generated tracking identifiers associated with each unique request Vendor response due date Date by which agency requires candidates be proposed by vendors Est. project work start and end date Agency-provided guidance for when actual work is expected to be performed TitleBrief description of project Types of workSelected from available categories within TSP Project descriptionFree-text area in which agency provides detailed information about SL-D request Preferred vendor(s)Vendors invited by the agency to respond to request PBC numberOptional field, may be required by CMS AddressStreet, city, state and ZIP code at which work will be performed Requested team resources Optional field provides agency capability to specify, if known, type of resources required including team role, skill level, and quantity. When included, team resources requested by agency will not limit capability of vendor to respond with additional team roles, skill levels, or quantities

IBM Global Technology Services © 2006 IBM Corporation 13IBM Project Office | SL-D requests: Proposing candidates  Vendors can propose candidates via TSP-eSP as soon as notification is received  To propose a candidate for a request: –Create a “slot” for each candidate using “Add new candidate to request” link Each “slot” will house a single candidate and associated details provided by the vendor –Click on “Add candidate info” link to generate pop-up box to populate with required information for each candidate: Resume or other attachment –NOTE: no pricing or cost information should be included in attachments Team role Skill level (equivalent to the TSP rate) Candidate name Candidate availability start and end dates Special comments Vendor contact name, phone, (pre-populated) –“Save candidate information..” link updates vendor view of request to include candidate

IBM Global Technology Services © 2006 IBM Corporation 14IBM Project Office | SL-D requests: Proposing candidates  Once candidate information has been saved, status will be “Draft” –To add additional candidates, repeat previous steps via “Add new candidate to request” –At this point, agency is unable to see candidates and detail  To make candidate visible to agency, check box next to candidate(s) and “Propose selected candidate(s)” –Candidate status will change to “Proposed” and candidate detail becomes visible to agency along with date and time vendor proposed candidate –Candidates left in “Draft” will not be submitted to the Agency via the next step outlined below  Finalize transmission to agency by selecting “Send notification of candidates proposed to (agency)” within Submission Options section

IBM Global Technology Services © 2006 IBM Corporation 15IBM Project Office | SL-D requests: Changing and removing candidates  Within the “Candidates” function, the vendor can make changes to or remove a candidate  To delete a candidate in “Proposed” status: –Check the box next to the candidate’s name –Click the “Delete selected candidate(s)” link  To make changes to information about a candidate in “Proposed” status: –Click on the candidate’s name to access the pop-up box with detail –Make any changes to the available fields within the pop-up –Exit using the “Save candidate information and return to project bid” link

IBM Global Technology Services © 2006 IBM Corporation 16IBM Project Office | SL-D requests: Candidates tips and hints  There are several items to keep in mind when working with candidates via TSP-eSP: –When a request is in the “Bids requested” or “Submitted bids” category, vendor can: Add new candidates Remove candidates in “Proposed” status at any time –Requests in “Submitted bids” category can have candidates initially selected by the agency showing in “Selected/Not Authorized” status Requests in this category with candidates in that status have not yet been submitted to the IBM Project Office for final authorization –When a candidate moves to “Selected/Not Authorized” status, regardless of the category of the request: Cannot be deleted from the request by the vendor Can have details within the pop-up changed by the vendor –Requests in the “SL-D request awaiting authorization” category have been submitted to the IBM Project Office for final approval No additional candidates can be added or deleted Candidate details within the pop-up can be changed by the vendor

IBM Global Technology Services © 2006 IBM Corporation 17IBM Project Office | SL-D requests: Requests awaiting authorization  Requests within the “SL-D request awaiting authorization” category represent requests in which: –Agency has selected candidate(s) from any vendor –Submitted to IBM Project Office for final authorization  Candidate status can be either “Proposed” or “Selected/Not Authorized” –Candidates remaining in “Proposed” status have not been selected by agency for project –Candidates in “Selected/Not Authorized” status have been selected by agency and are awaiting final approval by IBM Project Office  Requests in “SL-D request awaiting authorization” category are “view-only” for vendor

IBM Global Technology Services © 2006 IBM Corporation 18IBM Project Office | SL-D requests: Request archive  Following authorization by the IBM Project Office, requests can be accessed in the “Archive” view through the left-hand menu  To view detail for authorized requests, click on the “Project title” to view request detail including candidates final status  Once a request moves to “Authorized SL-D requests” category: –Status of each candidate is visible on request detail page –Before work begins, IBM Project Office will send to vendor with instructions and authorization to start work

IBM Global Technology Services © 2006 IBM Corporation 19IBM Project Office | SL-D requests: Agency changes to submitted requests  Agencies can make changes to requests either in “Bids requested” or “Submitted bids” category –Changes can be made to any field within the request detail  When making a change to a request already submitted to vendors, agencies will follow two steps: –Make change to field requiring update In the example screens, the agency has decided to update the dates associated with this project –Note change in “Comments” section of SL-D Request detail screen  Vendors will receive notification of change submitted to view detail on TSP-eSP –Based on change, vendor may choose to add or remove candidates or “no bid” on project

IBM Global Technology Services © 2006 IBM Corporation 20IBM Project Office | SL-D requests: “No bid” on request  For any request in “Bids requested” or “Submitted bids” category, vendor can select “No bid on proposal” as response –No bid response intended for use when vendor receives request from agency with no likelihood of vendor choosing to respond –When used, permanently moves request out of “active” SL-D list page –Vendor no longer able to take any action on request other than view  To respond with “No bid..”: –Delete any candidates in “Proposed” or “Draft” status If no candidates have been added to request, proceed directly to next step –Click “No bid on proposal”  Request will be moved to SL-D Requests archive page within “No bid on project” category –View only capability for future reference

IBM Global Technology Services © 2006 IBM Corporation 22IBM Project Office | Using the TSP-eSP website: Helpful tips  Here are a few helpful items to remember when using TSP- eSP: –Microsoft Internet Explorer v6.0 is the recommended browser for TSP- eSP –To sign out from TSP-eSP, close all browser windows completely – there is no additional action required to sign out of the site –If you need to make any changes to your profile, contact the TSP Project Office. Profile changes would include any changes to address, vendor with which you are associated, or telephone number –Having problems accessing or using TSP-eSP? Contact the IBM Project Office with a detailed description of the problem including: Your IBM ID The page(s) with which you are having difficulty The best telephone number at which to reach you, if necessary, to provide additional assistance
