CONTEST and UK CT Threat Picture CONTEST Strategy Objective "To reduce the risk to the UK and its interests overseas from terrorism, so that people can go about their lives freely and with confidence." Pursue - To stop terrorist attacks by detecting, prosecuting and otherwise disrupting those who plot to carry out attacks against the UK or its interests overseas. Protect - To strengthen protection against a terrorist attack in the UK or against its interests overseas and so reduce their vulnerability. Prepare - to mitigate the impact of a terrorist attack where that attack cannot be stopped. This includes work to bring a terrorist attack to an end and to increase the UK's resilience. Prevent – Stopping people becoming terrorists or supporting terrorism. Current UK threat Level: SEVERE – 'An attack is highly likely' The UK remains a top strategic target Vulnerability: Critical National Infrastructure Crowded Places, Transport networks and Iconic sites. Arguably the most diverse threat the UK ever faced; Syria, East Africa, AFPAK, Cyber, Domestic, XRW

The Prevent / Ports Overlap Change in profile of those travelling to join Daesh: Initially young men travelling to Syria to fight Then young women such as the Bethnal Green schoolgirls Now whole families are travelling to join "The Caliphate" This issue can only be addressed collaboratively by Prevent, Ports Policing and partners in the port environment. Once at port the skills and expertise of Ports Officers are key.

Challenges in the Port Environment Increase of referrals into Prevent (over 600 per month) Increase in numbers and diversity of people seeking to travel Busy ports with competing priorities Raising awareness of ports staff Airport operator funding tensions Pressure to "get it right" – Post incident scrutiny; costs, complaints, organisational reputation Industry reaction to delayed plane / train / ferry Challenge over manifest "blind spots" such as Lufthansa and most ferries Evolution of travel tactics / routes
