Ballot and Voting Judge Operations and Procedures (Election Day)

Responsibilities ●Ballot accounting and security ●Verify you have all of your supplies ●Assist voters when requested ●Understand the: ○VAC ○BMD ○Paper Ballot ○BAC ●VAC accounting and security ●Guiding voters to booths ●Understanding the Ballot Scanning Unit Ballot Judges Voting Judges

Before Polls Open The Night Before Ballot Judges: Set up the Ballot Judge table with everything but unvoted ballots Assist with setting up equipment Voting Judges: Set up/plug in the BMD’s and Voting Booths (see Step by Steps) Plug in Scanning Unit(s) DON’T BREAK ANY SEALS Set up Voting Judge Table The Morning Of Ballot Judges: Complete opening column of Ballot Accounting Certificate Place ballots on Ballot Judge Table Assist as directed by Chief Judges Voting Judges: Assist the Chief Judges with completing the opening integrity reports (see next slide) Open polls on the BMD and Scanning Unit (see Step by Steps) Give unvoted ballots to the Ballot Judge(s) and place Ballot Bin inside Scanning Unit(s) Assist as directed by Chief Judges

During the Day (Ballot Judges) ●Issue the voter a ballot based on their correct ballot style ●Check voter’s VAC for their signature, as well as the Check In Judge’s ●Issue the voter a privacy sleeve, make sure to place their VAC in the front pouch ●Maintain Ballot Tally Sheet for ALL ballots issued or spoiled ●NEVER LEAVE BALLOTS UNATTENDED

Tallying Ballots During the Day ●Throughout the day, mark a tally on the Ballot Tally Sheet for each of the following: -Paper Ballots Issued -Activation Cards Issued -Spoiled Ballots -Spoiled Activation Cards ●At the end of the night, you will use this sheet to record the total numbers on the Closing portion of the Ballot Accounting Certificate

Spoiling a Ballot Spoiling a Paper Ballot The voter must write ‘SPOILED’ across their ballot Have the voter draw a vertical line through all the ovals Spoiling a Ballot Activation Card (BAC) The voter must mark through ALL barcodes on the BAC and write ‘SPOILED’ In order to be given a new BAC the voter must return to the same Check In judge who issued their original ballot. *When ANY ballot is spoiled, you must tally the number given on the back of the voters VAC – Three Strike Policy

During the Day (Voting Judges) Initial VACs Instruct voters on completing a BMD/Paper Ballot Guide voters to available voting booths and Ballot Marking Devices Maintain tally of VACs throughout the day Insert VACS into collection box in packs of 25 Monitor polling place for election materials and remove if found Assist voters when requested Troubleshoot voting equipment Maintain Ballot Box Inspection Certificate if directed by Chief Judge

Throughout the day, as you collect VAC slips staple them in the right hand corner in packs of 25. Mark a tally for each group of 25 on your VAC Tally Sheet Tallying VACs During the Day

Pauses audio Adjusts volume Opens voting instructions Navigates through list of candidates Navigates between pages of the ballots Turns off ExpressVote screen visual Repeats last spoken phrase Adjusts speed at which synthesized voice reads text Chooses available option

Closing the Polls – Ballot Judges Complete the closing portion of the Ballot Accounting Certificate using the Ballot Tally Sheet information Hand completed reports and Spoiled Ballots Envelope to Chief Judges Seal unvoted ballots in their envelope and give to Voting Judges Pack up all supplies Assist as directed by Chief Judges Ballot Accounting Certificate

Closing the Polls – Voting Judges Assist Chief Judges (if needed) with: Closing polls on the BMD Completing closing integrity reports Close polls on Ballot Scanning Unit(s) Secure voted ballots in Ballot Bin(s) Place unvoted ballots inside Ballot Scanning Unit(s) Take down equipment and pack supplies Seal equipment Final count of VACS – rubberband the packs and place in VAC return envelope to give to Provisional Judge Ballot Marking Device Integrity Report Scanning Unit Closing Integrity Report
