Enhancing Resilience and Economic Growth in Somalia: APS Partners Presentation USAID Horn of Africa Joint Planning Cell Annual Meeting 2016 Wednesday, 15th June 2016 Addis Ababa, Ethiopia

Introduction Three Years Resilience Program in Somalia (2014 – 2017) Sub-awardeeGeographical coverageNo. of beneficiaries Budget including match contribution CAREErigavo & Badhan districts of Sanaag region 25,440 people3,921,539 USD World VisionLuuq district of Gedo region23,600 People5,000 USD Catholic Relief Services Baidoa District of Bay Region, Belet Hawa District of Gedo Region and Afgoye District of Lower Shabelle Region 96,000 people5,500 USD

Programing Approach 3 year integrated program with multiple levels of engagement – HH, community & district/regional/national Emergency and development approaches with a focus on community governance, women economic empowerment, expansion of asset base & diversification of livelihood strategies and natural resource management 3 sub-awardees in different locations/contexts with slightly different approaches

Programing Approach – Cont’d Learning and experience sharing opportunities Learning partner with vast experience and knowledge in resilience research

Context Highlights Political and administrative disputes; fragile regions; resource-based and clan conflicts; and insecurity in some locations Recurrent disasters (droughts/floods); relief dependency Market challenges (livestock export bans, OIE standards, current Middle East crisis, etc.) Deteriorating ecosystem health (land degradation, land enclosures, charcoal production, etc.)

Observations & Learning Resilience Capacities Savings & Income Generation Community Leadership Behavioral Change Women Empowerment

Savings & Income Generation Financial benefits & social cohesion: members access savings/loans for both coping with shocks/stresses and income generation activities Saving and loan groups contributed to community relief activities (e.g. water trucking in Sanaag region)

Women Empowerment 50 % of the Resilience Committees are women which has strengthened the role of women in a highly patriarchal society Many women in rural locations are earning incomes, acquiring and owning productive assets through borrowing loans, investing in viable business ventures and dropping negative practices such as FGM Gender barriers reduced through increased social networking as groups mature

Behavioral Change Improved access to different foods for vulnerable community groups (women, children & the elderly) Decreased cases of malnourishment were observed in the households with vegetable gardens by the Community Volunteers. Nutrition and hygiene awareness sessions in meetings of saving groups, M2M groups. etc.

Community Leadership/Governance Mindset change and paradigm shift through robust community engagements (CMDRR, PDRA, CVCA & PMERL) Leadership and conflict resolution trainings have developed the confidence and skills of leadership in target villages. There are a number of examples of external resource mobilization by RCs. Improved management of natural resources (water resources, rangelands, etc.)

Community Leadership – Cont’d Improved inter/intra-community dialogue through community learning forums Strengthened linkages between village governance and district/regional/national bodies and systems (e.g. communities and district authorities exchanging information on early warning, market, conflicts, charcoal production) Small projects initiated under innovation grants and connector projects enhanced absorptive, adaptive and transformative capacities
