Background 1 ST CEO Meeting  Experts meeting held on February 2012 in Arusha, Tanzania  Prepared TORs for a baseline study on Research, Technology and Innovation Situation in EAC region  CEO’s of RTOs held a side meeting to explore approaches for regional cooperation; and made a number of recommendations:  Recommendations of the CEOs meeting of February 2013  establish a formal forum for the RTO CEOs. To this end, Terms of reference and objectives of the forum was to be developed to guide the meeting of CEOs.  Signing of memorandum of understanding among the RTOs in EAC to guide collaboration and cooperation. Draft MOU to be prepared and circulated for comments and inputs before the next meeting of CEOs

Background Cont..  Organize a regional technology and innovation exhibitions to show case available technologies and attract investment in R&D  Identify specific projects and programmes for regional collaboration  Explore strategies and mechanisms for sharing and disseminating information. An information portal should be set up to enable access to information available in RTOs through website links  Need to explore sustainable funding for promotion of industrial research and technology development in the region  Deliberations of the CEOs were presented to the Sectoral Council for Trade, Industry, Finance and Investments at its subsequent meetings on 3oth July to 1 st August and November 2012

Background Cont..  The SCTIFI at its meeting on 2 nd November 2013 directed the Secretariat to establish a Technical Working Group on Research and Technology Organizations to facilitate networking, exchange of experiences and fostering collaboration  SCTIFI directed the Secretariat to prepare a concept note on regional research and innovation fund to support joint research and innovation initiatives  SCTIFI directed the Secretariat to initiative the process of identification of research and technology institutions that can be transformed into centers of excellence

Background Conti..  EAC Secretariat latter organized an EAC delegation to UNIDO Head Quarters in Vienna in July 2012 where the SG presented the EAC Industrialization Strategy.  The SG requested UNIDO to provide technical support for establishment of a center for adaptation and transfer of technologies, and support towards strengthening of regional innovation systems.  Tunisia and India in December 2012 and February 2013 respectively  The objectives of this missions were to expose the EAC officials to best practices on implementation of the upgrading programme and technology transfers  Based on the findings of the study mission to India, EAC Secretariat requested UNIDO to provide technical support toward establishment of a regional center for adaptation and transfer of manufacturing and industrial technology (CATMIT). This was a follow up to the request made earlier by EAC Secretary General to UNIDO.

Objectives of the Meeting Purpose of the Meeting:  To review and finalize the draft TORs for the Industrial Research, Technology and Innovation Working Group  To consider the draft MOU for cooperation and provide technical input for its finalization  To consider the draft Concept note on the Center for the adaptation and transfer of manufacturing and industrial technologies (CATMIT)  To discuss and agree on a roadmap for regional collaboration
