2 Background APEC Ministers endorsed the APEC Framework for Capacity Building Initiatives on Emergency Preparedness in 1998 At EWG 19, Chinese Taipei’s earthquake response cooperation initiative proposal was endorsed At EWG 20, the 3-year implementation program and Phase 1 was endorsed At EWG 21, Chinese Taipei would like to propose Phase 2 project
3 Program Overview Objective: Establish an earthquake response cooperation system for energy infrastructure in the APEC region Timeframe: 3 years Main Items: – Information sharing among member economies on earthquake response organizations, experts, regulations, safety standards, risk assessment, past experiences, etc. –Workshop, seminars, contributions from participating member economies –Deliverables: reports, internet database, cooperative mechanism
4 Phase 1 Progress Co-sponsors: New Zealand, USA Surveyed interest from member economies Information gathering 1st Steering Committee meeting on June 8 Seminar scheduled for early September Detailed progress report will be presented tomorrow under Agenda 11.1
5 Phase 2 Proposal (Jan-Dec 2002) Hold a seminar on earthquake response for energy facilities Compile and analyze earthquake resistance standards and safety regulations for energy facilities Maintain and update website, establish on-line forum Develop a preliminary framework for an earthquake response mechanism Deliverable : –Report on Energy Infrastructure Earthquake Resistance Guidelines and Regulations of APEC Economies
6 Phase 2 Implementation Steering Committee meetings in March & August Monthly Domestic Expert Group meeting Seminar to be held in Chinese Taipei in Summer 2002 Proposed Seminar Topics: –Geographic information system for energy infrastructure –Earthquake resistance guidelines and regulations –Earthquake potential hazard assessment –Post-earthquake investigation and restoration Final Report in December 2002
7 Phase 3 (to be proposed at EWG 23) Hold a seminar on Asia-Pacific earthquake response system Further develop earthquake response information system for energy infrastructure Compile cases of experiences on long-term restoration of energy systems after earthquakes Complete the establishment of an earthquake response mechanism for energy supplies in the Asia-Pacific region Deliverable: –Report on Earthquake Response System for the Asia- Pacific Region and Experiences of Energy Facility Restoration
