11 Overview of the CPUC’s CSI-Thermal Low-Income Solar Water Heating (SWH) Program January 2012 California Public Utilities Commission Energy Division

2 What is the CSI-Thermal Low Income Program? The California Public Utilities Commission (CPUC) allocated, based on Decision (D.) , $25 Million for incentives intended to promote the installation of gas-displacing SWH systems on qualifying low- income single-family and multifamily residences in PG&E, SoCalGas, and SDG&E service territories.

Eligibility  Eligibility is determined by meeting either of the following: Low-Income Residential Housing Definition: Section 2861(e) defines low-income residential housing as housing financed with government tax credits, bonds and loans, or a residential complex in which at least 20% of the total units are sold or rented to lower income households. Energy Savings Assistance Program (ESAP) Eligible: Section 2866(c) includes residential housing occupied by ratepayers participating in a Commission- approved and supervised gas corporation Low-Income Energy Efficiency (LIEE) program, now known as the Energy Savings Assistance Program (ESAP). This applies to single and multifamily applicants. However, multifamily housing applicants must have at least 50% of all units occupied by ESAP participants. 3

Additional Requirements  All properties must remain low-income for at least 10 years from the time of installation.  Applicant must install a SWH with a Solar Rating and Certification Corporation (SRCC) OG-300 rating that displaces the use of natural gas and which has not already received an incentive through the CSI-Thermal Program.  Must meet system design, installation, energy output, and system warranty under Section  Residence must be owner occupied. 4
