Welcome to Workforce 3 One U.S. Department of Labor Employment and Training Administration WIOA Consultation: Integrated Management Information System December 16, 2014

Agenda  Purpose and Session Flow  Overview of the Workforce Innovation and Opportunity Act (WIOA)  Discussion Questions  Technical Assistance Tools and Resources  Additional Stakeholder Engagement Opportunities 2

Purpose This WIOA consultation webinar is aimed to:  Gather input from state and local workforce leaders and practitioners, workforce system partners, customers, and other stakeholders on key implementation topics;  Inform development of regulations; and  Inform technical assistance strategies to support implementation. Please note that ETA is gathering input from the field, and that you are always welcome to send comments and questions to Our Federal Partners (ED and HHS) are also collecting input, and we are working closely together on implementing the new legislation. 3

Session Flow  The Departments of Education and Labor are in a “listening” mode.  Submit your responses and input to the discussion questions through the chat feature.  Responses will be reviewed and analyzed as we are developing draft regulations and planning future guidance issuance and technical assistance. 4

Overview of the Workforce Innovation and Opportunity Act  President Barack Obama signed WIOA into law on July 22,  Passed by Congress with wide bipartisan majority (The Senate voted 93-5 and the House of Representatives voted 415-6).  Reaffirms ongoing role of American Job Centers.  Promotes program coordination and alignment of key employment, education, and training programs at the Federal, State, local, and regional levels.  Builds on proven practices such as sector strategies, career pathways, regional economic approaches, work-based training.  Complements and supports the President’s Job-Driven Workforce Vision. 6

Purpose: WIOA Data Infrastructure Language WIOA mandates the states “to establish and operate a fiscal and management accountability information system based on guidelines established by the Secretaries of Labor and Education, after consultation with the workforce and education system partners.” (section 116(i)(1)) 7

Data Infrastructure & Integration – Developing a Scale  Level 4 – Total Integration (all systems across all WIOA core programs)  Level 3 – Wide-spread Integration among DOL core programs  Level 2 – Some integration with intake, reporting, case management, fiscal  Level 1 – No integration (WIA and Wagner-Peyser programs siloed) 8

Discussion Questions  Using the four-level model of integration, where 1 is little or no program integration at the state level and 4 is a fully integrated system, where do you think your state is now? 9

Discussion Questions Thinking of the self-ranking of your current integration score on the four- level model, what is the estimated cost to reach the next level of integration? (E.G. how much would it cost to go from level 2 to level 3)? 14

Discussion Questions For states with a Workforce Data Quality Initiative (WDQI) grant: how has this grant helped your progression toward an integrated goal? What has been the primary focus of your state’s grant? 15

Discussion Questions WIOA requires that Eligible Training Providers (ETP) report outcomes for recent and past trainees, both WIOA-funded and non-WIOA-funded. How might the ETPs and the requirement of ETP performance reports fit into your integration model? (Benefits and Challenges?) 16

Discussion Questions  If the DOL proposes an integrated reporting layout for Title I programs, where the state would report by participants, rather than by funding stream, what are the opportunities? What are the challenges? 17
