Bill Dell I/M Solutions 2012

In 1992, EPA estimated the cost effectiveness of I/M to be about $1,500 per ton Since then, no one has looked at this question in depth again We do know two things: The benefits (tons per year) of I/M have gone down with MOBILE5 and now MOVES and the costs have gone down in some places, especially those that have switched to OBD only programs If you are still charging $25 or $50 per test, the costs per ton of reduction could well be in the $50,000 range!

Monetize services to offset the cost of your I/M program Improve the motorist experience Support local business

Many states already offer web- based services that allow for convenience fees Most jurisdictions have registration enforced programs Tight integration with I/M software can maximize consumer convenience Service and convenience fees can offset the I/M inspection cost

Systech is a WisDOT authorized “vendor” of registration renewal. Systech station agreement requires participation as a licensed “agent” Systech provided bonding Stations maintain inventory Fully integrated analyzer software prompts the inspector Fees are used to offset the cost of emission inspection

Greeter in-lane provides motorist with tag renewal information including cost and convenience fee When car passes the test, the inspector accesses the county website on the analyzer Credit cards accepted Receipt provided Tags arrive by mail in 3-5 days

Uninsured motorists are a significant problem with high social cost As many as 30% of motorists in some jurisdictions are uninsured

Utah Uninsured Motorist Rate

Make insurance a prerequisite for registration renewal or inspection certification Link vehicle inspection with independent verification services in real-time Provide motorist with choices: Temporary registration/certification for a fee. Purchase insurance binder Return/reinspection with proof of insurance

Order specialty plates Motor-Voter registration Pay parking and traffic tickets CarFax reports (change of ownership inspection) Driver license and ID renewals/replacements that don’t require photo or test Address verification and update Disabled parking placard info Registration/titling of other vehicles like trailers, motor homes, etc.

Saves time for the motorist Extended business hours Generate revenue for the inspection station/defer costs to run the I/M program Monetary transactions managed by the I/M program management contractor Offer more payment types than DMV Reduce inquiries to state agencies Enhanced customer service – offer the best possible service to motorists
