OLSZTYN. Characteristics Olsztyn is a city of enterprising people. In 2011, there were businesses registered – which makes up nearly 1/5 of the overall number of all businesses registered in the Warmia and Mazury Region. Within this number, 572 (2,6%) of the businesses represent the public sector – with 263 public and local government institutions of the budget law; whereas, (97,4%) businesses represent the private sector. In this group, subjects are owned by legal persons, whereas are trading companies, 247 of which are with foreign capital. 108 subjects are completely owned by foreign capital. Taking the number of employees into consideration, nearly 95% of subjects are micro- enterprises, 4,7% are small and medium seized enterprises, while 0,3% of the overall number are major enterprises 7

OLSZTYN. The City of Science and Innovation The Institute of Animal Reproduction and Food Research of the Polish Academy of Science – the best entity located in Olsztyn, conducting research in agriculture, veterinary medicine and biology. 16

OLSZTYN. Public Transport The modernisation of public transport in Olsztyn is one of the most important projects implemented at the moment. It provides not only for the return of the trams to the City, but also the Ring Road will be constructed, bus-lanes will be built and an intelligent system of traffic management will be introduced. 17

18 OLSZTYN. Recreation Olsztyn enjoys excellent condition for recreation resulting from its natural environment. You can rest in the City Forest, at the lakes or in parks. All the venues are equipped with benches, bicycle stands, bicycle paths system connecting Lake Ukiel with the City Forest and the Old Town.

OLSZTYN. Ready for Investment 19 Olsztyn – a leader in total urban area coverage with zoning plans. Areas for industrial and commercial activity, land for residential, recreational and tourism purposes. Areas supplied with water, sewage and electric facilities as well as good road access.

OLSZTYN. Investments incentives 20 Warmia and Mazury Special Economic Zone covers an area of 738,8 ha of grounds under economic investment projects. The Zone consists of 24 sub-zones – and Olsztyn is one of them. Developed land, good location and wide choice of grounds – are all offered to potential investors who may also benefit from public aid means. Michelin is the most important strategic investor in Olsztyn WM Special Economic Sub-zone. The Michelin Factory

Investment incentives 21 Investors interested in running their business activity in the Warmia and Mazury Region are able to use the following investment incentives: Governments Grant – a grant offered by the government to foreign investors increasing the inflow of technologically advanced investments and creating highly productive jobs, tax reliefs – regional public aid offered by Special Economic Zones reliefs from real-estate tax – regional public aid offered by Olsztyn’s self- government Entrepreneurs investing in the Warmia Mazury Special Economic Zone area have the right to use an income tax relief of: 70% of carried investment costs for small entrepreneurs 60% of carried investment costs for medium entrepreneurs 50% of carried investment costs for big entrepreneurs. Relief on the basis of: new investment costs or creation of new workplaces

Ready for Investment 22 The Government of Olsztyn initiatives and finances various project around the Lake Ukiel area: – water equipment and racing skis hire around the city beach area, – water skis lift, a canoe course, – the Sunny Glade summer and winter sports centre, – a sport hall The whole potential is at operating in tourist/hotel trade entrepreneurs’ disposal.

Ready for Investment 23 The City of Olsztyn is at the moment implementing the projects for creating entrepreneur zones around Lake Ukiel – the area of Słoneczna Polana (“Sunny Glade”), Zatoka Miła (The Nice Bay) and the city beach. Within the project the following activities are planned: the building of waterworks, sanitary, electro-energetic and tele-technical networks; making accessible – in terms The areas so prepared allow developing recreational services and tourism industry functions: hotels, spa, sport centres and similar venues. The city expects the plots in the zones to be purchased and the investors engaged.
