2 Purpose of the working group Focus on system reform Explore the different components, regulators, and processes that inform gate keeping. Gate keeping - establishment of control and other mechanisms facilitating the flow of service users within the system and assuring the quality of services. Service quality - assessed in terms of the satisfaction of users, best interests harmonised with equitable distribution (among regions and localities) of the available State and other resources.
