Global design effort Americas 2 FY08-09 planning Program planning and management of the ILC program in the Americas region for the FY08-09 period will rely on a group of WBS level 2 managers. Under the guidance of the ILC-Americas Regional Director and the GDE Accelerator Design Leader for the Americas, the WBS managers will formulate and guide a collaborative design and R&D program. This program will utilize the resources in the national laboratories and universities to carry out the GDE- directed R&D and design activities associated with the preparation of the ILC Technical Design Report.

Global design effort Americas 5 The scope covers what is needed to complete the Technical Design Report (TDR), i.e., produce an engineering design for the ILC, and complete the R&D needed to demonstrate feasibility of the key baseline technologies, to finalize baseline design choices and ensure reliability of the machine before starting production of baseline systems and components to continue development of alternatives for cost reduction or performance enhancement. This work scope should be completed by the end of FY09. Guidelines for FY08-09 planning: scope

Global design effort Americas 6 The final TDR will need to be site-specific, but at this time the site is not known. For all WBS categories, activities should be separated into those common items that would be done in the Americas no matter where the machine was sited (e.g, all R&D, and site-independent accelerator and component design), and those site-specific design items that can only be done once a site is selected. Site-specific design activities will need to be deferred until after the site is chosen, which, for the purposes of developing this plan, will be assumed to be later than FY09. Thus, site- specific TDR design will not be included in the plan. This implies that additional TDR design work will need to be done after the site selection, i.e., in 2010 or later, before the project can be started. Guidelines for FY08-09 planning: siting

Global design effort Americas 7 There are classes of preparatory site-specific activities for an Americas site that are needed prior to a siting decision. These include primarily civil engineering activities, and but may also include Americas-site-specific accelerator design. They may also include industrialization activities and the development of vendors, especially in the SRF area. These activities should be included in the plan, under WBS 7.x. Guidance for these activities will be provided by the Ozaki panel of the LSCGA. Guidelines for FY08-09 planning: Regional Interest

Global design effort Americas 8 The plan for the ILC-Americas program should be well- coordinated with the GDE priorities and with activities in the other regions. GDE planning for certain R&D activities, such as the plans for the S0/S1 SRF work, are well developed, and in this case, the Americas region work should be able to be very well aligned to GDE plans. For other R&D activities, such as the S2 SRF work, the damping ring work, BDS work, etc., the GDE plans are less well developed, but there are nevertheless strong connections between groups in the several regions, which should make coordinated planning possible. Once developed, our plans in these areas may need to adapt to GDE planning as this becomes more mature. Guidelines for FY08-09 planning: Co-ordination with the GDE

Global design effort Americas 9 Guidelines for FY08-09 planning: Co-ordination with the GDE For the TDR engineering and design effort, the detailed GDE plans are not yet well developed. For our planning exercise, we should make out best estimate of the appropriate level of effort for this activity in the Americas region. Here also, our plans will need to adapt as GDE planning matures.

Global design effort Americas 10 Guidelines for FY08-09 planning: University programs The level 2 WBS managers will need to make a special effort to be sure that accelerator R&D activities at universities in the Americas region are included in the planning for FY To facilitate this, a university program leader has been named (listed above). The WBS managers should work with this person to identify university-based R&D in their area, and then work directly with the university researchers to be sure that university efforts are included when appropriate.

Global design effort Americas 11 Steps in the FY08-09 planning process 1.ILC-Americas WBS managers will make a proposal for goals and scope of work of the Americas region R&D effort (WBS 3.x), and required infrastructure and test facilities (WBS 5.x) in FY This should be made in concert with the lab ILC program leaders, the appropriate GDE Area system leaders, and the GDE R&D Board points-of-contact and should follow the GDE priorities.

Global design effort Americas 13 Steps in the FY08-09 planning process 2. The ILC-Americas WBS managers will make a proposal for the goals and scope of work of the Americas region accelerator design (WBS 2.x) and component/subsystem engineering effort (WBS 4.x) in FY This should be made in concert with the lab ILC program leaders, the appropriate GDE Area system leaders, and GDE Technical System leaders.

Global design effort Americas Regional interest scope planning (WBS 7) should come through the Ozaki panel. In most of the accelerator areas the regional interest has common elements with the GDE priorities. Wherever practical, this should be developed as one mission. 4. Global design effort Americas Labs prepare work packages which address the scope of work stated in 1., 2., 3. and 4. 6.WBS managers assemble lab work packages into a coherent program for FY08-09, including scope of work, resources, goals, milestones, etc.. 7.Collection of work packages is reviewed by the ART team October 18 and The resulting plan will be reviewed by the GDE and submitted to DOE in November.
