Where are we today as far as healthcare is concerned? What else has to be achieved and where should we go? What do we need to do to get there?

Landmark Laws passed by the Aquino Administration: The Reproductive Health and Responsible Parenthood Law of 2012 2. The Sin Tax Reform Law of 2012 3. The National Heath Insurance Act of 2013 4. The Graphic health Warnings Law of 2014

The Sin Tax Reform Law of 2012 The National Heath Insurance Act of 2013 -made possible the 92% PHIC membership coverage -made possible the increase in health infrastructure development

Much has been achieved Much has yet to be done -To give Filipinos from all walks of life, especially the poor Quality health facilities - For Promotive and preventive health care

Unmet MDGs and SDGs Unmet and Unfinished Agenda: decrease maternal and mortality rates decrease the incidence of HIV/AIDS decrease teenage pregnancies decrease incidence of under-nutrition etc… b. Emerging Agenda: rise in non-communicable diseases such as DM, Hypertension, heart disease c. Pervassive Agenda: Inequity

Inequity: Both a Cause and an Effect of of what is still wrong with our healthcare delivery system Maldistribution of healthcare workers -human resource gaps with only 2.3 HCW/10,000 (ideal 24/10,000) -most of the well staffed hospitals are in urban areas b. Decrepit government health care facilities

Inequity: Both a Cause and an Effect of of what is still wrong with our healthcare delivery system C. Low utilization of PHIC benefits by the poor as compared to the more affluent sectors d. Fragmented healthcare delivery due to duplication, competition and disorder e. Difficulty in dealing with a decentralized, devolved healthcare system

JOINT DOH AND PHIC STRATEGIC PLAN Basic Premises: Treat the funding of DOH and PHIC as one unified, giant fund Plan together -clarify who pays for what -no duplication -clarify what can be guaranteed for our people -reduce out of pocket expenses

DOH and PHIC really working together: -Pave the way for more efficient multi-sectoral engagements -Allow a seamless, smooth, working relationship among DOH, PHIC,PCSO, PAGCOR -Better utilize Information Technology

DOH and PHIC really working together: -we may be able to better address the challenges of Devolution in healthcare -Teach LGUs how to properly utilize and maximize PHIC -DOH to have more funds to employ HCW to be deployed in RHUs -amend the Local government code so that nurses in LG healthcare facilities can become permanent employees

DOH and PHIC really working together: -We can maximize resources and talents, and ensure sustainability -Avoid duplication and wastage of resources -Insulate PHIC from political pressure , threats and horse trading

A Culture of Accountability Unacceptable!! -to be irresponsible stewards of our people’s Money -to think that substandard equipment and supplies are “good enough” -for PHIC lawyers to file charges against errand HCP just to sqeaze them for money to make charges go away… and the fraud can continue -for DOH regulatory officials to abuse or trivialize their authority

Passion Root of the word passion is “Suffering”
