 Nuclear war by accident or terrorist attack  Pandemics  Genome modifications  Water, air, and soil pollution  Disappearance of forests  Nanotechnology applications  … World Wars The world is not only unstable now; it became unsustainable. The whole environment of our planet is still on the way to overall depletion and degradation. In such a situation, any contradictions between our countries are less important in comparison with the problem of joint survival. This problem unites all of us, and it may be solved only by our joint efforts. Far Eastern National University Far Eastern National University 2

Most of the environmental problems are beyond the scope of separate institutions, beyond the reach of separate state bodies, and beyond the borders of separate countries. Universities play an important role in this world. However this role is insufficient. The interaction between governments and universities really takes place. But this level of interaction is not adequate to our potential. The problem of our global survival can not be solved by political means only, though political efforts are important for its solution. We are somewhere between now. We all, university people, keep in mind the sustainable world of the future, and we are in consensus on its main features. Over the last decades, many ecological declarations were announced; the special place of our Declaration is at the cross-section of sustainability and educational issues. The immediate “ancestors” of our Declaration were the G8 Saint-Petersburg Declaration of 2006, titled “Education for Innovative Societies in the 21st century”, and a follow- up of this Declaration, G8-UNESCO World Forum of Far Eastern National University Far Eastern National University 5

“… encourage educational policies and investment that foster diverse, efficient, sustainable, and high quality higher education institutions” The Saint-Petersburg G8 Declaration outlined the concept of education required for innovative societies; but it was much more important was that the Declaration had a follow-up, the Forum at the cross-section of education, research, and sustainability. If we talk about sustainability in our Declaration, let us start with ourselves, with making sustainable the results of our own meeting. Goals of the Declaration: effective policymaking, closer interaction between universities and governments  Nanophysics and Nanotechnologies Center  Physics of the Earth Center  IT and Electron Optics Center  Medical Physics Center  Satellite Geodesy (GPS&GLONASS) Technology Center CENTER OF TECHNOLOGY AND INNOVATION, 2008:  World Ocean Center (based on Marine Biota Center, a leading national research center in this field, and many other units)  FENU Research Information Institute — Fundamental Library Federal Government supports the most competitive universities and their most competitive research and education areas. In return, these universities are expected to foster the sustainable and dynamic development of their regions, to participate in solving economic, social, and environmental problems. FENU, one of the first 17 winners of the Federal Innovative Universities Competition in 2006, during the next 2 years renovated 95% of its research laboratories’ equipment, created 36 new research labs, and completed construction of one of the best Russian university libraries; the budgets of all these projects absorbed about 2/3 federal funding and 1/3 FENU’s matching funds. Federal Universities Network is an evidence that Russian Federal Government builds stronger relations with the leading research universities, supports them with unprecedented grants and expects in return considerable contribution of these universities to the economic development and quality of life improvement. The infrastructure of the campus should be adequate to accommodate over 7,000 participants of the APEC 2012 Summit and over 50,000 students. It is through such service that one gets permanent customers». “Treat the people you do business with as if they were members of your family” The politicians compete for voices of their nations; businessmen compete for profit of their businesses. Very often, a victory of one nation or one business is a loss for the other ones. We, university people, compete as well; but our competition is different. An achievement of a researcher or an educator Is not a loss, but a victory and a help for the others, all over the world. Our competition is for excellence, to show the way to the future. We, university leaders, have the ability to provide through our researchers and faculties the methods and means to achieve sustainability. And we, university leaders, have the duty to deliver our knowledge to our political and business leaders, to ensure the survival of the global society.
