Katelyn Sellers Katelyn is the Lead for the State Plan of Work and Annual Report process as well as the business lead for the REEport system management and development. She also leads the Multistate Research Fund. Katelyn supports the planning, development, coordination, and delivery of accountability and financial reporting from agency information systems. She is also responsible for conducting business process analyses and implementing related efficiency improvements. (202)

FY16 Reporting General Guidance All Annual Reports are now combined (2015 POWs were all combined and now carry over to the ARs) Business as usual – Panel of Experts recommendations have no effect on FY16 reporting processes

REEport

FY15 Financial Reporting Deploying new “Self-service” functionality for financial reporting. Target date is January 1 st 2016.

FY15 Financial Reporting What this means for you: Financial module is currently available for data entry, same as last year. However… You will not be able to finalize reporting. Your data is not received or processed if submitted pre-deployment. Post deployment, you will need to return to REEport to finalize your reporting.

FY15 Financial Reporting Reminder: reporting is now required on Competitive projects. Report on them in the same way as Capacity projects. Financial report is still due Feb 1 st 2016.

Reporting Guidance: FTEs Report ALL effort/time spent on project, regardless of how that time was paid for. Do not include volunteer hours. Remember that even though Final Reports cover the life of the project, the FTE section should be for the final reporting period only.

New Function: Project Change for Competitive Grants Deployment planned for November 25 –REEport will be down for a period of time that day Until now, once a competitive (i.e. non- capacity) project initiation was submitted in REEport the project data was frozen “as is” – no changes could be made to such fields as the goals, methods, summary, etc.

How will it work? NPLs and other staff at NIFA will be able to send an through REEport to the PD, AR, and Site Admins (where applicable) requesting a change for both competitive and capacity projects. PDs, ARs, and Site Admins may also submit a project change without NIFA needing to make an official request. Project data can ONLY be changed by the institution; NIFA staff cannot change data; NIFA’s only action in this new process will be to REQUEST changes.

How will it work? Cont’d… A submitted project change only overwrites the original project data that was in REEport and in the public view. Project changes do not need to be approved by the NPL once submitted; the change takes place automatically. Award funding will have no dependency on project changes that are requested or submitted. NIFA will retain a running history of all comments/project change requests as well as previous versions of projects. There will be no limit to how many or how often changes can be made; changes CANNOT be submitted after the final report for the project has been submitted.

“Bonus” Functions As part of the new project change function for competitive grants, NIFA staff will be able to: –Send general comments on projects for such things as: ask PDs to include certain information in progress/final reports, remind PD to update IRB/IACUC approval, etc. –Request a project change be made on a capacity project (will just be a REQUEST; the process of submitting the change will be the same as it’s always been for capacity and will still require NPL approval).
