Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Mayors in Action Training Material AUDITS, METERING, ENERGY MONITORING

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION AUDITS, METERING, ENERGY MONITORING Audits, metering and monitoring are needed since it is basic to measure in order to know where to take action and if the actions implemented are efficient enough. Knowledge of energy consumption usually leads to a reduction of its consumption; this knowledge raises awareness and changes behaviours on.eu

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION AUDITS, METERING, ENERGY MONITORING KNOWLEDGE is the key:  you cannot act on what you do not know.  It raises awareness towards energy consumption Different approaches to measure and know energy consumption: - Energy audits - Thermographies - Remote metering and remote management on.eu

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Energy audits and assessments It can be a full energy audit or just a light assessment pointing out the main problems, depending on who is the target audience: - municipal facility: a simple visit might be not enough. Better an audit. - household: an assessment is enough. The lack of specific technical knowledge among citizens makes it necessary to have extra tools, which interpret and translate information derived from the visits and the smart metering devices to a plain language. Those extra tools can be from specific web platforms and apps to “paper” reports. To complete the information it is also advisable to install smart meters for a significant period of time AUDITS, METERING, ENERGY MONITORING

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Air thermography is an ideal way to make people aware of the extent of energy loss through their roof and a strong sensitizing tool to encourage people to efficiently energetically refurbish their property. A thermographic picture is taken from out of a plane, with the aid of an infrared camera. The infrared picture gives a clear view of the temperature differences. A correct interpretation of the images and the follow-up is important.. AUDITS, METERING, ENERGY MONITORING

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Remote metering and managing The introduction of smart metering increases efficiency and afterwards remote management is seen as a good tool that refines energy management in buildings. It is essential the role of the energy manager Remote management allows not just measuring but acting. Actions can be implemented almost instantly, if temperatures must be adjusted or valves should be closed due to measures made, this can be made instantly. Each step refines management actions and allows a better degree of efficiency. The experiences that are being carried out show savings from 10 to 30% of the energy consumption. AUDITS, METERING, ENERGY MONITORING SMART solutions need SOMEONE behind to maintain, control and monitor results

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Tools  Smart meters,  ICT technologies,  Apps,  Specific websites  Map viewers AUDITS, METERING, ENERGY MONITORING

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Actors of the process and their roles  Local authority: It is obvious they should be the promoters of their own buildings management and metering. They can promote energy audits and smart metering in households and tertiary sector through specific campaigns to engage them and providing the specific software and smartmeters.  Citizens and tertiary sector: Participants in the campaigns  Local Energy Agencies: They can provide energy management services to municipalities to optimize resources.  Covenant Coordinator: Promotion of energy audits, smart meters and thermographies AUDITS, METERING, ENERGY MONITORING

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Financial resources Most resources must come from Local Authorities or Covenant Coordinators. -In the case of RubÍ city, savings obtained from their own energy management are invested to promote Rubí Community (energy audits and app) - In the case of the Local Energy Agency of Osona municipalities pay a small fee which allows them to have specific energy accounting software, public lighting GIS and, overall, specific trained technicians assessing them In most cases energy savings obtained from energy management measures are bigger than the cost of implementing the measures and their payback is between less than a year and two years. AUDITS, METERING, ENERGY MONITORING

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Highlights Smart energy measurement/cloud information: Specific profiles for energy monitoring of residential building - short messages communicated to the users. The action involves the use of apps working in a similar way of that of most common social networks. The main added value is transforming technical information into something understandable to the vast majority of citizens, interacting with them and making citizens the main actors. Users can provide information and give advice too. AUDITS, METERING, ENERGY MONITORING

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Highlights Thermography Thermographic picture of territory (very detailed).. Information event with presentation of roof pictures. Personal advice to citizens and owners of buildings It is a very visual way to show energy losses. It can be used for citizens, but also Local Authorities may identify areas where they might focus and develop specific retrofitting plans. Smart buildings Remote control and remote management AUDITS, METERING, ENERGY MONITORING

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Highlights Smart buildings Energy control, smart metering The use of ICT might be helpful both for energy saving and for the introduction of renewable energy. SMART technologies allow to control how much and when you should spend energy in order to increase your efficiency and maximize the use of renewable energy.. Smart grids. in residential buildings Remote control and remote management AUDITS, METERING, ENERGY MONITORING

Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan #MAYORSINACTION Highlights Remote control and remote management Remote control or management helps reducing phantom consumptions and detecting problems. It Optimizes energy use and, thus, helps reducing energy bills. Time to react to face troubles shortens, increasing both energy efficiency and comfort. Energy savings can reach 30% of the energy consumption of the monitored building. AUDITS, METERING, ENERGY MONITORING
