The Joint Venture Authority - Joint Value Proposition for the Federal Customer NTIS JVP (s) Joint Value Partnership SOLUTIONS Federal Agency Mission Problem Statement Context Funding NTIS will use the JV authority to provide data services for speedy execution of innovative projects which are not amenable to typical contracts and generally involve one or more of the following attributes:  First or early use of emerging technology  Complexity of the solution architecture, interoperability, and/or security  Agile applications development and systems operations which require adaptive scoping  Custom solutions to meet unique requirements without commercial-off-the-shelf solutions The Customer is generally a Federal Agency or Bureau that has appropriated funds to engage NTIS and its JV Partner(s) on any specific project opportunity. NTIS data services may also be supported through collection of user fees. 7

Rules of Engagement Equal Access Merit based selection of JV partners Eligible for-profit, non-profit, and research performing service organizations, invited to submit proposals for innovative data services Statutory Restrictions JVP Agreements follow all relevant laws Will not circumvent Federal Acquisition Regulations (FAR) No up front payments Congress notified of any financial incentives to partners 8

Use Case 1: Design New Capabilities to Derive Insights from Economic, Demographic, and Social Data Designing, testing, analyzing, or demonstrating the application of Federal data and data services, either alone or in some combination with non-Federal data Leveraging the private sector’s knowledge and expertise in managing data and data sets Helping create suites of products, platforms and services that meet the needs of businesses, innovators, government agencies or others Enhancing data discovery, usability, interoperability, standards, analytics, and forecasting, or data infrastructure and security The JVP and NTIS Engage with Federal agencies to create new capabilities by: 9
