6 client logo to be positioned at the mark minimum height maximum size navigator Text Lines MIL Cooperation between the Steering Group, the INSME Task Force and the Project Team is foreseen during all stages of the study 1- Identification of the National / International Focal Point –Each Country and Organization member of the Steering Group is invited to identify a competent body or office in charge of closely following the INSME project and of regularly interacting with the INSME Task Force and the Project Team (mostly via , fax and telephone) –Countries will identify a “National Focal Point” –International Organizations and NGOs will identify an “International Focal Point” 2 - Design of INSME reference models –Own vision of expected improvement to existing business networks –Own vision of expected improvement to services provided for SMEs –Support to identify potential partners and sponsors, only by members who are available and willing 3 – Validation of the INSME model –Opportunity for discussion about proposed solution for the INSME –This stage may also include the involvement of SME samples, institutional and private players in order to check the feasibility hypotheses Oct 01Nov 01Dec 01Jan 02Feb 02Mar

7 client logo to be positioned at the mark minimum height maximum size navigator Text Lines MIL The role of the INSME Task Force With regard to the carrying out of the feasibility study : –Supervising and monitoring of the Project Team; –Providing the INSME Steering group with information on the project; –Receiving proposals and indications from the INSME Steering Group; –Providing the Countries signatories to the “Bologna Charter on SMEs”, who are not yet represented in the Steering Group, with information on the INSME project INSME Task Force Experts appointed by IPI IPI officers and independent experts Experts appointed by the Steering Group Full or part time experts seconded to IPI Milan office or based in their own offices Main roles Further activities : –Analysing and integrating significant actions concerning networks providing services to SMEs; –Contacts with International Organisations and NGOs concerned in order to promote the integration of public and private programmes, initiatives and projects aimed at the creation and at the development of business networks providing services to SMEs; –Finding additional partners and sponsors to the INSME project.

8 client logo to be positioned at the mark minimum height maximum size navigator Text Lines MIL During the initial phase of the study, Focal Points will provide access to studies, surveys and information (essential to develop a complete overview) 1a – The National Focal Points will provide analyses of SMEs’ local context –Surveys on SMEs on hand to National Focal Points are delivered to Project Team in order to:  Integrate the overview about main constraints to SMEs development  Integrate the gap analysis between SME needs and local business networks support –On site contacts and list of references (for example: contacts of business associations and governmental organizations) are expected by National Focal Points 1b - The International Focal Points will provide analyses of SMEs’ international context With respect to organization's member countries and to beneficiary countries, willing International Focal Points deliver to Project Team: –Updated surveys evaluating results on SMEs obtained by public or private initiatives at international level fostering the development of business networks (mainly by creating or integrating internet portals) –Updated sectoral studies providing comparative evaluations and assessment of business networks and structures of services, highlighting existing best practices 1 Oct 01Nov 01Dec 01Jan 02Feb 02Mar 02

9 client logo to be positioned at the mark minimum height maximum size navigator Text Lines MIL The Focal Points will support the Project Team and the INSME Task Force to manage and to cooperate with on-site contacts Easy access to information and contacts in each Country and Organization –Regular contacts between the Project Team and the National Focal Points are expected during the demand and supply analysis (information gathering in the countries covered by the study). –Regular contacts between the Project Team and the International Focal Points are expected during the demand and supply analysis (information gathering in the organizations – II.OO. and NGOs - covered by the study).

10 client logo to be positioned at the mark minimum height maximum size navigator Text Lines MIL The monitoring process of the project includes periodical meetings with the INSME Task Force and regular reporting Project Drafts OBJECTIVES, CONTENTS AND DIFFUSION OF RESULTS Weekly Update A short summary of the activities carried out each week will be delivered by the Project Team to the INSME Task Force Biweekly Meetings The project progress will be checked every 2 weeks by the Project Team and the INSME Task Force Regular Reports Intermediate and final reports on the project activities (for example on the Demand and Supply Analysis) will be delivered by the Project Team Periodical reporting on project activities will be available in a specific section of the IPI web site dedicated to the INSME (accessible by password to interested SG members) Working Plans Development of a detailed plan of activities for each section of the feasibility study Updating project plan according to the completion of activities Reviewing project plan in case of significant deviations
