Overview of Land Use and Portfolio Selection Ruling and Staff Paper Addresses two unresolved issues in Tracks 2a and 2b raised in October ruling and staff paper – Land Use Information – Portfolio Selection/Process Alignment Presents options for resolving both topics Solicits feedback from parties for two types of solutions: – Interim (2015) – Permanent (2016 and ongoing)
Options for Representing Land Use Information in RPS Calculator Screening: remove land and associated generic renewable resource potential from supply curve used by RPS Calculator to fill future net short Scoring: assign different risk or mitigation costs to different areas of land to influence economic selection by RPS Calculator Prior versions of RPS Calculator (and RETI) have used both options, in different ways at different times Due to time and resource constraints, Energy Division is only considering screening for developing portfolios for upcoming 2016 LTPP and TPP cycle – Proposals for scoring methodologies may be submitted, but will be discussed at a future workshop in 2016 – Multiple alternative screens may be considered in portfolio selection process
Summary of Land Use Data Requested from Parties Interim (1A): For use in 2015 for 2016 LTPP and 2016/17 TPP – Geographic datasets that meet definitions of RETI Category 1 and/or RETI Category 2 Unique, significant, plausible – Answers to questions in staff paper – Will be discussed at public workshop in Oct/Nov 2015 Permanent (1B): For ongoing annual use in future planning cycles – Geographic datasets (do not need to be limited to RETI category definitions) – Answers to questions in staff paper – Will be discussed at public workshop in Q1 2016
