SMITH SCOTT MULLAN ASSOCIATES BRIEF EXPLANATION Midlothian Council is exploring the potential of relocating the existing King’s Park Primary School. This is a Feasibility Study that will consider the continued use of the existing school potential and the potential capacity of other Midlothian Council-owned premises and their suitability for use as a School. ‘Feasibility study – to determine the practicality of a plan’ - Collins Concise Dictionary

Provide background of study and share outcomes of information gathering. Share proposed design options. Provide initial feedback from engagement sessions so far. Respond to questions. SMITH SCOTT MULLAN ASSOCIATES Show forward thinking in creating a plan for the future of the school in the centre of Dalkeith. Provide modern educational facilities with support accommodation expected of a new school. Exploit the use of King’s Park for sporting activities. Expand the land available for playgrounds and informal sporting activities. Create revenue for MLC from the disposal of the existing King’s Park site and buildings. Secure a future use for Fairfield House or Midlothian House. Enable the connection between King’s Park and Dalkeith Town Centre to be formed. OPPORTUNITIES Opportunities

SMITH SCOTT MULLAN ASSOCIATES King’s Park Primary School is at capacity, capacity 485. The existing School is equivalent to a two-stream+ school and there is a requirement for a three-stream school. Requirement for a four-stream school has been ruled out. The existing facilities are suitable for upgrading, at a cost, but no room for expansion. Separate buildings causes issues with pupil movements and dividing year groups. Poor staff facilities, insufficient dining, assembly and play, needs to be addressed, whichever option is selected. Existing external play and sporting areas are unsuitable. A single storey building, or at most two-storeys, is the most suitable for the school. Good condition for age and durable construction. Increasing pressures on dining hall, gym and support accommodation. Used for its intended purpose, occupancy at capacity (485). No room for expansion. Separate buildings causes problems time lost for pupils. Two-stream+ school, but not to generic specification. Limited in external spaces and sports facilities. Currently used for MLC offices for various departments. Likely to relocate to new headquarters in future, which may pose difficulty for disposal with demand for large office spaces low. Recent fit-out for offices. Interesting ceiling structure. Floor plate sizes likely suitable for adaptation as school building i.e. for classrooms etc. Possible connections to new buildings to south, or indeed to existing Primary School. Fairfield House

SMITH SCOTT MULLAN ASSOCIATES Site: -The existing sites are too small for each building to provide adequate outdoor space as a school. -Use of existing car park will be required. -Purchase and use of Gas Board land likely be required. -Purchase of neighbour’s house might be beneficial. -Use of King’s Park in a controlled way will benefit operation of the school. -Scope to provide more suitable playground areas. -Scope to provide modern sports hall, dining and multi-function spaces in a new building. -Alternative access and car parking for Dalkeith Thistle Football Club will need to be considered if extended east into car park. Fairfield House: -Likely a possibility, together with a new building for sports, dining and assembly. -Old Fairfield House a very positive addition with a strong identity.
