Inter-TSG coordination is lacking in 3GPP2 – mainly because there is no “master plan” –The late development/definition of 1XEV-DO network support is a good example of the current poor coordination/planning –Rescue Channel was last-minute addition to Release B air interface that will have unknown impact on TSG-A (also not in 3GPP2 Work Plan!) Lack of synchronization between 3GPP2 air interface and network standards makes building systems extremely challenging No current work effort (including All-IP) exists to tie all the pieces of 3GPP2 together in a coherent and easily identifiable manner “I don’t have time to sharpen the axe – I’m too busy cutting down the trees”

End-to-end service-level view of cdma2000 network will facilitate coordination within 3GPP2 –Reduce/eliminate “orphan” capabilities that are supported in one part of the network (e.g., air interface) and not in another (e.g., RAN) –Avoid developing technology for technology’s sake Tying air interface capabilities directly to network requirements should streamline the process of defining 1XEV-DV –Services need to be understood and defined in order to provide suitable air interface bearers –Provides basis for making design decisions that is often lacking now
