AAP – in short Give account - inform Take account - listen Being held to account – being responsible

AAP in pratice  Analyse the context you work in.  Ensure local participation in ALL stages of the HPC,  Engaging people, not as ‘beneficiaries or victims’, but as actors, participants and change agents.  Inform local actors about the humanitarian system & its action  Invite local actors to cluster meetings - Create safe meeting places  Do not ignore or duplicate existing local feedback mechanisms  Programme, monitor and evaluate with the communities  Close the loop: Take corrective measures and act upon feed back

Why AAP & ER? Because people want it… Improved livelihoods and economic betterment: People want…Roads that open markets, training that lead to employment… Improved political and security conditions: People want a voice vis a vis their government, and support to reduce mistrust and conflicts Partnership, participation solidarity: People like … when aid providers discuss problems and solutions with them and suggest new ways of doing things «The Listening Project, Anderson et. al»

With the education and child protection sectors, ensured that the national law on child labor was known and abided by families. Child rights violations were monitored. Consulted separately women, men, youth and older people, about their interest in engaging in cash for work activities. Ensured that cash for work programs offered tasks for groups with specific needs (older persons and people with disabilities). Daily labour-teams had a minimum of 40% women. Ensured that weekly discussions were conducted with female and male workers to get their feedback on issues of hardship, safety at work Took timely corrective actions accordingly. ASSESSMENT & DESIGN DESIGN IMPLEMENTATION MONITORING & EVALUATION AAP in debris removal program in Kirgizstan

Community based approach – Needs assessed through surveys and FGDs Creation of community platforms (women and youth were represented, to address special concerns) Communities involved in all the phase of planning and reconstruction of the neighbourhoods. Community planning, feed back & evaluation => ownership AAP in rehabilitation of neighbourhoods in Haiti, Port Au Prince

The community was sensitized to channel complaints and to UN, NGOs and State Ministry of Social Affairs. Activities were adjusted upon complaints Consultations with families to be resettled, authorities and civil society organizations for longer-term recovery and reintegration. Establishment of committees with fair representation of women and girls. Committees engaged in programme design. Women and girls were engaged separately to understand and accommodated their needs in the project design 1)Access road to services and livelihoods outside the village - reduced travelling time to/fro village by half. 2)Livelihoods activities: livestock breeding, grocery, motorcycle repair, sewing, amber polishing and food processing – gender/age sensitive. 3)Home gardening tools and seeds ASSESSMENT & DESIGN IMPLEMENTATION MONITORING & EVALUATION AAP in inter-cluster resettlement program in Myanmar
