What is MMFHC?  Established in 1977, the Metropolitan Milwaukee Fair Housing Council (MMFHC) is a private non-profit organization that operates a full-service fair housing program in three service areas.

MMFHC Mission  The mission of the MMFHC is to promote fair housing throughout the State of Wisconsin by combating illegal housing discrimination and by creating and maintaining racially and economically integrated housing patterns.

AFFH Best Practices Cooperation Agreement: The Municipality shall select at least three (3) action items from the list below to affirmatively further fair housing for the duration of this Agreement. The Municipality shall keep records documenting actions taken to affirmatively further fair housing and provide an annual report to the County of such actions within 15-days of the end of the calendar year.  Provide County and make available to developers an inventory of developable land that is suitable for affordable, high-density, multi-family housing.  Provide a list to County annually of all Tax Incremental Financing (TIF) Districts that will terminate within the next five years and plans to extend the TIF to create affordable multi-family housing.  Work to review and revise ordinances to remove barriers to affordable housing. Zoning ordinances, building ordinances, and fair housing ordinances are examples of the types of ordinances that may impact housing.

AFFH Best Practices  Make changes to zoning districts to better connect transportation to areas zoned for multi-family housing.  Work with County’s program to identify and outreach to landlords in the Municipality to encourage participation in the Housing Choice Voucher program and provide landlords with fair housing information.  Train elected officials serving on the governing board (common council/board of trustees) and volunteers serving on the plan commission, board of appeals, and other bodies impacting housing in fair housing laws and the requirement to affirmatively further fair housing.  Train “first point of contact” staff to ensure that persons requesting assistance for possible fair housing violations obtain timely and accurate information from anyone who may answer a phone or field fair housing inquiries from the public.  Any other activity listed in the recommendations section of AI with approval from County.

MMFHC and AFFH: Discrimination BY Municipalities Housing Mix Policies  New Berlin: The Master Plan Update includes a development policy that recommends that New Berlin “preserve the same basic mix of uses, in order to maintain a City-wide ratio of single-family dwelling units to multifamily dwelling units of no more than 80:20.”  Waukesha city: also has a housing mix policy. The reason it is a fair housing issue is that African Americans, Asians, American Indians, and Latinos are significantly more likely to rent than whites

MMFHC and AFFH Discrimination BY Municipalities Multi-family zoning vs. multi-family senior zoning  Brookfield – deed restriction to maintain MF housing as Senior only. A Brookfield senior Low Income Housing Tax Credit (LIHTC) development is perpetually deed- restricted for senior housing use because of the intervention of the local alderman.  Mukwonago - MF district 1&2 bedroom apartments are permitted use; 3&4 bedrooms are a conditional use
