CSO support can help to share the oversight burden: Public authorities have even turned to Transparency International with a request to conclude an Integrity Pact AN EXTRA SET OF HANDS

A FRESH PAIR OF EYES Engaging with CSO through an Integrity Pact can help to challenge settled routines: In Mexico for example one public procurement official praised the Integrity Pact as helping him to identify and deal with challenges that he did not even know existed.

AN HONEST BROKER Civil society engagement through the Integrity Pact can help (if it is needed) to build more productive and trusting relationships with the private sector.

DETER THE CORRUPT, ENCOURAGE THE CLEAN Engaging with CSO through an Integrity Pact can help to increase competition. The experience of public authorities has shown that even the announcement of an Integrity Pact deters corrupt bidders with overpriced offers and low- quality services/products.

SUPPORT IMPROVED QUALITY Engaging with CSO through an Integrity Pact can help to improve quality and design through real-time control e.g. in El Salvador where problems arising during implementation were caught.

ENGAGING THE PUBLIC AND MEDIA Ability to reach the public including presence where it is hard for government to reach and ability and time to translate key messages and into relevant language

TECH SAVVY Civil society have clearly demonstrated their capacity to leverage ICT platforms and opportunities

TECHNICAL CAPACITY Civil society have clearly demonstrated their capacity to understand and apply methodologies to detect risks in public procurement and the commitment to give time to doing so
