SERVICE MANAGERS CONFERENCE – 2008 EU REGULATION 842/2006 To control the management of existing refrigerants (and other flourine based hydrocarbon gases) To harmonise the change to new refrigerants - throughout the European Union Published June Implementation Jan 2008 in all member states

SERVICE MANAGERS CONFERENCE – 2008 F-GAS CONCERNING TK The only part of the regulation concerning transport is HANDLING of F gases. Dealers, handling or purchasing F gases should register with their national competent authority responsible for the application and administration of the regulation.

SERVICE MANAGERS CONFERENCE – 2008 Legal Basis Directive has two legal basis. 1:All Member States must apply the directive by Jan 2008 as written (art 95). 2:Member States may add stricter national norms (art. 175)… but may not ban HFCs. Example DK has banned new installations with more than 10Kg HFC

May 2008 a preliminary report will be sent to the commission. A stake holder meeting scheduled for June and the final report submitted by October. TK will work through Transfrigoroute International Ensure a stakeholder status with Director General Environ & Director General Enterprise

SERVICE MANAGERS CONFERENCE – 2008 Containment Applies to Stationary equipment only (at the moment !!!!) Frequency of inspections defined Emphasis on leak prevention and detection Prohibition on refillable refrigerant containers (all sectors including transport)

SERVICE MANAGERS CONFERENCE – 2008 Recovery Recovery is now an obligation for all equipment using F gases. F gases must only be handled by certified trained personnel. End of life recovery and recycling mandatory (including transport).

SERVICE MANAGERS CONFERENCE – 2008 Training and Certification EU Commission to establish minimum requirements and mutual recognition. Member states to establish or adjust their programmes to comply and notify commission. Commission to establish notification format. Training and certification covers relevant personnel and companies and their relevant personnel. Operators have an obligation to ensure that the relevant service personnel used (TK dealers) are trained and certified. Only certified personnel can take delivery of F gases

Make sure both the dealership and personnel are registered with the national competent authority. Dealers to promote themselves as centres of excellence and as professional service providers.
