Food Safety Rating Scheme: Outcomes of pilot and where to from here? Joanne Cammans Manager, Food Standards Development SA Health Public Use I1-A1

SA Health SA Food Safety Rating Scheme >12 month pilot commenced 6 October, 2014 involving 9 councils. >Scheme Principles: Voluntary for councils to participate and for businesses to display their certificates Based on ‘point in time’ routine inspections Scope is food service, high and medium risk businesses (P1 and P2) Tailored inspection form based on Standards and Each element on form quantified and weighted according to food safety risk 3, 4, or 5 Stars awarded 5 stars reflects full compliance Public Use I1 A1

SA Health SA Food Safety Rating Scheme How it worked: >Volunteering councils were involved in development of scheme design, including the inspection form. >Councils agreed to follow the operating guidelines, and future decisions made by the council working group >Use the tailored form for all P1 P2 food service business routine inspections >All inspections submitted to SA Health for processing >All EHOs attended full day training >Each council agreed to attend regular feedback / update meetings and actively engage in ongoing review of scheme Public Use I1 A1

SA Health Pilot results >9 month interim report to Minister to seek guidance on next steps >Communication report is on the website / LGA circular / distributed to Reference Group and participating councils >At 12 months: 1701 inspections  54% achieved a certificate  42% did not achieve a certificate  5% were excluded from receiving a certificate Public Use I1 A1

SA Health Adequate cleaning and sanitising of food contact surfaces Food handlers must wash hands using soap, warm water and dry hands appropriately

SA Health Goods stored appropriately and protected from contamination Accessible hand wash facilities used for washing hands, face and arms Accurate temperature measuring probe in use Adequate cleaning of premises

A metropolitan experience: James Storey SA Health Public Use I1 A1

A rural experience: Julie Savill SA Health Public Use I1 A1

SA Health SA Health learnings from pilot >Quantified understanding of non compliances Understanding will provide a means to direct resources to target issues of public health concern >Consistency! Inconsistencies will always occur, however… This system is providing a way of reducing the variations  The common form  The more specific elements  Combined training / discussion and therefore interpretation  Commonly agreed approach between Officers in volunteering councils

SA Health What’s happening now…. Interim period: >Formal invitations to councils. >Reference Group (industry & LG) set up and work will commence on refining the pilot scheme ready for full scale roll out. >Resources prepared and printed for businesses and consumers. >Training will be provided to all EHOs in councils that volunteer.

SA Health How will the new state wide scheme work? >Intention is to roll out full scheme early >All councils will be provided full training and support before starting. >Operationally this will be very similar to the pilot scheme: Inspection form will be available in hard and electronic form. >SA Health continue to process inspections, support councils for 24 months prior to formal review of system

SA Health What councils need to do >Main areas of work Councils / SA Health sub group to refine inspection form Reference Group to oversee certificate development, plus agree further clarifications to scope of scheme >If you would like to be a part of the scheme, please respond asap. Training will be provided to your whole team and a dedicated representative will need to be nominated. >If you would like to be a part of the refinement process please let Jo / Kate know asap.

SA Health The future…. >SA Health will continue to support councils and monitor data collected. >Periodically review scheme / process. >Assist with consumer awareness of the scheme. >Facilitate future introductions of new councils into the scheme as required >Mandatory display… not currently on the agenda….
