Community Speed Watch Scheme Mobile Vehicle Activated Signs Lee Quincey - Safe & Sustainable Team Manager June 2016

Summary New Team - backdrop of service changes and staff re-organisation Give an overview of CSW and MVAS Take questions Provide contact details

Safe & Sustainable Team Team includes: sustainable travel, bus passenger information, public rights of way, road safety (including school crossing patrol service, road safety tutors and driver education workshops). CSW and MVAS fit within a broad range of road safety schemes and initiatives.

Community Speed Watch

Community Speed Watch - Overview Encourages volunteers within local communities to identifying speeding motorists using radar speed guns Eye catching yellow and blue temporary signs deployed Typically 30 schemes per year Details of 6,000+ speeding drivers passed to Police per year Education letter sent to registered keeper reminding them of the dangers associated with speed Repeat offenders receive a stronger worded letter and if repeat offending continues this can result in a police visit

Community Speed Watch - Signs

Setting up a CSW Scheme Parish Council or Formal Action Group must request to become part of overall scheme Suitable safe locations – 20, 30 or 40mph Min 200 signatures or 20% of village/location in agreement 6 to 16 volunteers required with minimum of 2 at roadside during operation Training and support provided Does it work? Volunteers see a positive effect but it is not a long term solution in itself. It is not designed to be a one off visit and will be offered back to the Community on a regular basis. Other speed reduction measures might be required.

Mobile Vehicle Activated Signs

Mobile Vehicle Activated Signs - Overview The Mobile Vehicle Activated Sign scheme is an option for areas or Parishes within Leicestershire that wish to be proactive in addressing an issue of excessive speed Mobile Vehicle Activated Signs are battery operated and either display the speed at which the approaching vehicle is travelling at or a reminder of the speed limit. They are generally used on metal lamp posts that are already in place. If no metal lamp posts are available we will consult with the community over putting suitable posts in at their expense The costs of the units are between £2,600 to £3,000 We now only identify one UK based authorised supplier; Westcotec 41 communities have MVAS (some sharing signs)

Setting up a MVAS Scheme Register your interest. Once we have received your information, you will then need to: Sign and return the required Memorandum of Understanding Have a site meeting to discuss the suitable locations available Agree that the map showing the sites, produced as a result of the site meeting, is correct We will then arrange to have the lamp posts inspected and update the group after this has been done Purchase the preferred unit and use in accordance with the scheme rules, including only using in a fixed location for a maximum of 3 weeks

Does the MVAS Scheme work? The signs do have a positive impact on reducing speeds The signs can record data and this can be analysed Moving the signs is an important part of the process as drivers do not became over familiar with the sign location An independent report showed that the signs were well received by the public National research points to the positive benefits of MVAS
