CORPORATE EMERGENCY ACCESS SYSTEM

Public-Private Partnership Supporting Business Continuity & Disaster Recovery

The Problem Transportation bans and restrictions resulting from disasters and emergencies may impact critical business operations and systems, causing significant losses, disruption of critical services, and delays in recovery.

Partial Solution Ensure that private sector personnel responsible for critical services and functions are exempt from travel bans and restrictions, or are permitted access when safe.

Public safety vehicles and personnel (public and private sectors) Public works vehicles and public works personnel Public transportation vehicles and public transportation personnel Government personnel conducting official business Utility company vehicles and personnel Personnel directly supporting storm response operations Personnel supporting human services facilities Healthcare personnel Personnel delivering or supporting services at healthcare facilities Vehicles and personnel providing critical supplies to healthcare facilities Exceptions to the 2015 Travel Ban

List does not cover all critical business sectors, operations and services For some people who may be stopped by the police, it may be difficult to prove that they are exempt from the travel ban or restriction Some police agencies and officers are not aware of the list of exemptions List of Exemptions Works Reasonably Well, but...

Solution: CEAS Program Launched Statewide in May, 2016

What is CEAS? A post disaster access control program that facilitates travel and access into restricted areas for key private sector personnel and resources through the use of a common credential that is recognized by local and state law enforcement. Law enforcement may prohibit travel and deny access if unsafe or if it will interfere with response and recovery operations.

What is CEAS? Fee-based subscription program managed by BNET Available to businesses and organizations: In any of the critical infrastructure sectors; or That maintain critical business systems; or That provide critical services; or That support recovery operations Credentials issued pre-disaster to vetted employees

Two Entry/Card Levels Level C: Critical Infrastructure Sector Businesses Level B: All Businesses (including C)

Two Types of Cards Card Issued pre- disaster to a named employee Flex Card: Purchased in bulk (up to 50% of FTE’s) and issued as needed

Annual subscription Tiers based on total FTE’s across all participating facilities Card allotments based on FTE’s per facility Cost

Enrollment On-line enrollment Subscriber designates primary and alternate POC’s responsible for credential management Subscriber signs Participation Agreement Subscriber provides Proof of Insurance Subscriber uploads cardholder information Cardholders complete on-line orientation program, including quiz
