Developing an IDP policy: A consultative process Session 5 How to lead a consultative process? Kabul, June 2012

Three core principles for process 1.Leading an accountable process -Putting IDPs at the heart of the process -Taking into account views of other displacement-affected communities 2.Leading an inclusive process -Information -Consultation -Participation 3.Leading a transparent process

Who are the players? National IDP policy Authorities (national, provincial, district) IDPs and other displacement- affected groups National civil society National Red Crescent Society Afghan Independent Human Rights Commission National research institutions IDP policy task force UN, ICRC, international civil society UN Special Rapporteur on the HR of IDPs Donors

Organizing a transparent process Three key steps: Designation of authority in charge of leading the process Identification of relevant actors for consultation and participation in process Organize the process under designated lead: who play what role?

An inter-ministerial affair Making the IDP policy relevant. Need to acknowledge that concerted efforts across many relevant sectors are required. Need to acknowledge the importance of involving all relevant Ministries. Need to address the role and responsibilities of relevant Ministries. Need to consider an inter-ministerial coordination mechanism.

Consulting provincial and district authorites Making the IDP policy relevant: Need to address internal displacement where it occurs. Need to address particularities of internal displacement in different provinces and districts. Need to address the role of provincial and district authorities in addressing internal displacement.
