HLN Funding Financial Year Update to Schools and Services September 2015

Process for There are no significant changes to the process this year. Paperwork and processes have been amended to reflect feedback from schools and panel The key elements of the process remain the same, so schools will continue to identify exceptional pupils and submit funding requests for moderation at a city wide panel Schools will submit requests to January panel or interim panels for allocation Similar information is required but paperwork has been updated

Funding Levels The previous levels 5-10 have been replaced By 3 bands: A, B and C Band A replaces levels 5 and 6 Band B replaces levels 6 and 7 Band C replaces levels 9 and 10

Funding Levels Funding allocated to the school as HLN against a named pupil will be the top up level only (element 3) Where pupils with HLN have an EHCP, the top up value only will be included in the indicative personal budget

Funding Levels Band A = £2,678 (13 hours 1:1, 26 hours 2:1) Band B = £5,356 (17 hours 1:1) Band C = £9,373 (23 hours 1:1 An additional Inclusion Allowance of £4017 per pupil will be allocated to schools based on the number of pupils who received named pupil funding in the previous academic year

Length of allocations Funding will be allocated for up to 2 years Submissions to panel will be made for pupils in Foundation stage and years 1,3,5,7,9 3 interim panels will sit during the year to consider requests for “emergency” allocations – new and changed need, whatever the year group For pupils remaining in school post 16, requests will continue to be submitted to the summer panel when they are in year 11 For allocations of less than 2 years, panel responses will specify length of allocation and review dates as appropriate

Paperwork requirements For each individual request schools must submit the appropriate request form with a provision map Schools must continue to submit a school summary form to January panel Completion of the context form will not be enforced – but schools may find it helpful to complete this when there are significant changes to school context to inform the panel’s decision

Paperwork requirements Individual requests: HLN form from KS1-4 has minor amendments e.g. to reflect EYFS amendments Early Years form has been amended to reflect framework In order to ensure schools submit a provision map that provides sufficient detail for decision making a required format must be used This format is based on good examples of provision maps submitted by schools in 2014

Request form All areas of form must be completed Additional guidance has been drafted re EYFS information Writing must be no smaller than font size 10 Schools must indicate when the request was discussed with a support service and which service Do not include confidential information about the family or child Pupil profile – for strengths, indicate frequencies of these behaviours and whether they are with support Ensure that progress measures, strengths, barriers and provision map all give a consistent message

Provision Maps Provision maps must be on the required format and must include the following information: All interventions the pupil receives Staff: pupil ratio for intervention (1:1, 1:2 etc.) Who provides support? TA/CA/learning mentor.. Length and frequency of intervention - timings Duration – short or long term (will this or similar level of funding be required over the year) The provision maps must be clear in grayscale for copying purposes

Provision Maps For continuation requests the current provision map should be provided For new/increased requests, schools must indicate what additional interventions are planned Provision may include additional support that is not contact time e.g. resource production/specialist training Provision maps should be no more than 2 sides of A4 No additional supporting information should be provided No photos should be included

Moderation process Schools MUST discuss all requests to be submitted with the relevant LA support service Moderation discussions must be conducted face to face – not via Schools are not required to attend an EIP/secondary moderation panel but may wish to do so and commission attendance of LA support services – moderation will be traded Dates for moderation discussions should be agreed as soon as possible in September so that relevant support service reps can be available The key dates include deadline for discussion with support services

Moderation process The panel will only consider those requests for which there is clear evidence of consultation with support services and for which correct paperwork has been completed No allocations will be made for requests where there is insufficient evidence to demonstrate that this process has been followed No allocations will be made where insufficient information re pupil need is submitted

Interim panels There will be 3 interim panels in The process for interim panels mirrors that of the main panel Criteria for submission to an interim panel remain the same - significant change in need - pupil new to school - review requested by panel To be considered at panel, requests must be received by the deadline New pupils, including EAL pupils, should be allowed to settle to confirm levels of need unless there is clear and consistent information re SEN on transition

Early Years Requests Requests for pupils should be submitted when their needs are clear This will usually require the pupil to have been in school for some time Panel may specify a review period Panel will assume attendance of 15 hours part time unless otherwise specified and agree a pro rata allocation For pupils transferring from part-time to full-time allocated requests will be automatically increased to reflect full-time attendance Schools do not need to re-submit for full-time attendance

Role of support services SENCO support Continued support for process from identification of pupils to feedback re request Additional support to new SENCOs as required Completion of feedback form at discussion/following amendments made, so that panel has full information re request and evidence that process has been followed
