Thematic Priorities for ATF Applications Presentation by Secretariat of Council for the AIDS Trust Fund in Briefing Session on 27 July

Background Review on the target spending was conducted by the Council in January 2016 The Council restated that three year funding support will be provided to projects focusing on targeted and risk- base approach for the prevailing HIV situation in Hong Kong 2

Discussion to address the knowledge gap, effective intervention and setting up of Thematic Priorities (i.e. young MSM) was conducted in the regular meeting between ATF Secretariat and SPP colleagues. The Council endorsed to setting up the Thematic Priorities in 14 July Background

Thematic Priorities 4

1. MSM 1.1 Target population : (a) Young and sexually active MSM (under 29 and have anal sex in the past 6 months) (b) MSM who use drugs (c ) MSM with recent history of sexually transmitted diseases 1.2 Prevention : Provide HIV Combination Prevention, including distribute and promote condom use, HIV testing and HIV education (Condom distribution, HIV testing services and education should be put into the same project and NOT be separated into individual projects) 1.3 Testing service : (a). Target MSM who had never been tested; or last HIV test was over 1 year; (b). Provide rapid test and confirmatory testing services (c). Provide or support services on new and innovative HIV testing methods and through new channels; 1.4 Linkage to care : (a). Provide follow up and referral services for those newly diagnosed HIV positive till they got access to the medical care system, or until they are known to have left Hong Kong (b). Identify drug-using MSM and link them to receive treatment or rehabilitation services 5

2. People living with HIV (PLHIV) Target population : young and newly diagnosed infection cases Recruiting newly diagnosed cases, link them to HIV treatment and care, provide supportive care, and prevention of further HIV transmission 3. Injecting drug users (IDU) Target population : non-Chinese Asian Prevention of shared injection : (a). Refer IDU to receive opioid substitution therapy or other drug treatment or rehabilitation centre (b). Encourage use of new syringes for drug injection HIV testing : Targeting never testers and those last test more than 1 year ago. 6

4. Female sex workers and their clients Target group : young FSW (low condom use rate and low levels of HIV knowledge among young FSW in HARiS 2014) Prevention : Combination prevention package HIV testing : target never testers 5. Ethnic minorities Target populations : Non-Chinese Asian and African Prevention : Provide HIV Combination Prevention, including distribute and promote condom use, HIV testing and HIV education. Linkage to care for those who get infected. (Condom distribution, HIV testing services and education should be put into the same project and NOT be separated into individual projects) 6. Others Target population : male-to-female transgender, to promote HIV prevention, early testing and early treatment 7

HIV/AIDS Indicator Survey (HARiS) 3.1SPP will conduct HARiS every year to collect information on core indicators. NGOs are also encouraged to routinely collect such data for their own reference.
