Disability Overview According to the W.H.O.: Over 1 billion people live with some form of disability = 15% of the world's population = 1 in 7 people in the world 80% of this population i.e. 800 million people live in developing countries of the Global South 7 recognised disabilities, number to increase to 19 Only 10% have access to education 83% work in the unorganised sector 0.5% - percentage of employees with disabilities in top 100 companies

Disability in the Indian Context India is home to million people with disabilities To this will add another 90 million aging population of the country Yet disability remains an ‘Invisible Minority’ Seen thus far as a medical issue not a human rights/ development issue Several organisations working in the area offering a range of services National Centre for Promotion of Employment for Disabled People ( NCPEDP) - the only advocacy organisation working for empowerment of persons with disabilities

ABOUT NCPEDP NCPEDP is the country’s premier cross disability, advocacy organization working since 1996 as an interface between Government, Industry, International Agencies and the Voluntary Sector towards empowerment of persons with disabilities. Primarily an advocacy organisation, NCPEDP stresses on the need to move away from traditionally held views of charity and welfare to those of productivity and enablement of people with disabilities.

VISION & MISSION Vision: A society where people with disabilities are equal members, leading dignified lives, through economic independence. Mission: To promote equality for people with disabilities in all sphere of life through research and advocacy around: Employment Education Accessibility Communication

6 Pillars of NCPEDP: Employment Independence is not possible without economic stability/Employment Education Employment is not possible without Education Accessibility Employment and Education are not possible without Accessibility Legislation/policy The above three need to be supported by appropriate Legislation Awareness/communication It is imperative to create Awareness in order to achieve any of the above Youth The Youth of India will be the driving force behind all initiatives

NCPEDP’s ACHIEVEMENTS: Over the years NCPEDP has successfully advocated for: A new legislation on disability. The Bill on the Rights of Persons with Disabilities, 2014 likely to be passed in the coming session Creation of a focused Department of Persons with Disabilities under the Ministry of Social Justice and Empowerment Ratification of UN Convention on the Rights of Persons with Disabilities (UNCRPD) Inclusion of disability as a separate category in the Population Census of 2001 Making the voting process accessible for people with disabilities since the General Elections of 2004

NCPEDP’s ACHIEVEMENTS: Continued Opening of the Higher Civil Services (I.A.S. & I.F.S.) for people with disabilities Waiver of Customs Duty on disability goods by the Finance Ministry Announcement of the Comprehensive Plan of Action for Inclusion of Children and Youth with Disability by the HRD Ministry Inclusion of disability in the social agenda of CII, FICCI and NASSCOM Creation of a National Policy on Universal Electronic Accessibility mandating equal access to electronics and ICT for people with disabilities

Current Advocacy Campaigns Accessible Transport: Working to make Railways accessible for people with disabilities Accessible Buildings: Recommendations for National Building Code on accessibility. Harmonization of construction guidelines Accessible Technology: Working with Government and Corporates to ensure accessibility of all products and services

The Way Forward for NCPEDP: Two key challenges that need to be addressed in order to mainstream people with disabilities and ensure their economic independence are: Accessibility of the built environment, products and services, transportation and ICTs Inclusive and quality Education For the next five years, these two areas will be the focus of our work at NCPEDP
