2 General Fees Background The General Fee Schedule is updated annually Fees are based on:  Cost to provide the service  Non-cost of service items such as facility rentals and fees to participate in recreation programs  Entrepreneurial type services such as franchise fees Increases to fees cannot exceed the cost to provide the service  The majority of fee increases are based on the CPI which is 2.4% for FY 2017 Department of Finance

Cost of Service Fee Study Cost of Service (COS) fee studies are done at least every five years  The City’s most recent COS fee study was completed in FY2012  The study was presented to City Council in September 2013  No revisions at that time  FY 2015 General Fee Schedule included adjustments to some fees based on the COS study.  A new COS study will be prepared in Department of Finance

These fees were not previously charged. False Alarm Response (second and subsequent responses within a 12- month period) (Fee #77) $353. Fiscal Impact Estimated fiscal impact to the General Fund is $370,600 and $430,200 to Non-General Funds. New and adjusted fees are effective July 1, 2016 with the exception of:  Planning Department Development Fees which become effective August 19, 2016 (60 days following final adoption – Government code 66017(A)) 13 Department of Finance
