Federal MoE Students from Mosul will be placed in their age grade and if they pass the exam for that grade they can be promoted, if not they repeat or are put back 1 or 2 years Federal MoE to inform EC about how to examine students in Dibaga. Federal MoE IDP students in Debaga are able to sit their exams in nearby KRG schools CC to send out MoE Review Workshop template for each partner to complete ready for their 5 minute presentation CC Sent to partners on Tuesday 2 nd August Partners to start reaching out to donors and asking how they can access the Mosul Preparedness money for fast pre-positioning of stocks. Partners Partners to report all of their education activities on ActivityInfo by 5 th August Partners 13 partners reported on their July IDP activities & 8 partners reported on their July Refugee activities. Partners to answer the Consultation / HRP survey Partners 52 survey submissions from partners – thank you! Presentation today on findings / results and how it’ll be used

MoE updates.. Exams? Deputy Minister confirmed all exam attempts by IDPs will be counted as 1 st attempt Recognition of last 2 years of learning? Federal MoE has confirmed that although they won’t accredit any learning that took place under ISIS, they will place IDPs in grades according to their age. So if a child is 13 when they are displaced from Mosul, they will be placed into the Grade for their current age, and if they cannot achieve or fail assessments, they’ll put them down a grade. = Key EiE activity for Cluster partners = Remedial classes ALPs? It has been initially agreed by Minister that the MoE’s Accelerated Learning Programme can be used in the special case of Mosul. However, because this is formal education it can only be delivered by qualified Federal MoE teachers following the official ALPs curricula. Currently only Grade 1 – 6 ALPs exists, but UNICEF is working on getting Grade 7 – 9 condensed too. = Key EiE activity for Cluster partners = Quick identification of MoE teachers among the displaced communities; Training of MoE teachers on how to deliver ALPs (there is a MoE Teacher Training package); Printing of ALPs curricula.

Federal MoE New Federal MoE arrangement in Cluster meetings. The Deputy Minister has assigned the DG Planning (who is also in the Emergency Cell) to Skype into the meeting each fortnight, but can delegate this to Dr Wahid, the OiC at the Federal MoE in Erbil. CC to have a call with Deputy Minister each fortnight to raise any high level issues that need input from him or the Minister – Partners to contact CC with any high-level issues or questions that need to be raised with Deputy Minister and Minister

Funding Update! The IHPF (Pooled Fund) 2 nd round allocation is coming up soon.. Probably 25% of the fund can be used for unfunded HRP EiE projects (e.g. Debaga, KRG, Haweeja, etc), and the rest (75%) can be for Mosul preparedness / response EiE projects

Mosul Complete Quadrant plans for all Clusters were presented to the HC, HCT and donors this weekend. Key advocacy messages have been given to the Government and donors, including: – need for funds to start arriving for partners to apply for – need for GoI/KRG to provide land for camps to be urgently built on (Q1) – need for more civ-mil liaison to coordinate access – Fast-streaming for visas, customs, clearance, NGO registration, etc – Donors to be flexible on project locations, so NGOs can change quickly/easily depending on needs

Mosul – EiE 1 st line response activities Scenario A – 1000 children in campsScenario B children in non-camps  25 School in a Box (1 per 40 children)  10 tents for TLS (72 m 2 ) (1 tent for 50 children per shift, based on double shift)  10 air coolers / 10 heaters  50 foam mats (5 per tent)  10 Recreational Kits (1 per 100 children)  Coordination with WASH Cluster to provide gender emergency latrines and water points  Coordination with partners for winterization preparedness and timely distribution of clothes.  Training materials for minimum of 30 education facilitators  50 School in a Box (1 per 40 children)  20 tents for TLS (72 m 2 ) (1 tent for any group of children identified, but maximum of 50 per shift)  20 air coolers / 20 heaters  100 foam mats (5 per tent)  20 Recreational Kits (1 per 100 children)  10 mobile schooling vans  10 pre-fab units  Coordination with WASH Cluster to provide gender emergency latrines and water points  Coordination with partners for winterization preparedness and timely distribution of clothes.  Training materials for minimum of 60 education facilitators

Mosul – Summary of EiE Response Plans Quadrant 1: People in Need = 100,000 school-aged children (40% of expected 250,000 displaced people in Q1). People targeted = 70,000 school-aged children (for this 3 month first-phase plan) Numbers for camp-based and non-camp based EiE response won’t be clear until the Government clarify if they’ll give more land for UNHCR to build camps. Dahuk Sub-National Education Cluster to coordinate activities in Quadrant 1a Erbil Sub-National Education Cluster to coordinate activities in Quadrant 1b Current partners in Q1a: KURDS, NRC, People in Need, BOHD, Save the Children, Darya, REACH, UNICEF, War Child and World Vision Currently partners in Q1b: INTERSOS, Al Mortaqa, Triangle, TdH, NRC, IRC, World Vision and UNICEF New partners to start: GYO

Mosul – Summary of EiE Response Plans Quadrant 4: People in Need = 160,000 school-aged children (40% of expected 400,000 displaced people in Q4). People targeted = 40,000 school-aged children (for this 3 month first- phase plan) Camp-based response = 8,000 (EiE in formal camps) Non-camp based response = 32,000 (EiE in spontaneous settlements, collective centres and host communities) NEW INFORMATION – IDPs will now not be allowed down to Tikrit and Baiji, so all EiE activities will be out of Qayyarah and Shirqat.. Current partners in Q4: Save the Children, Sorouh, Al Mortaqa and Mercy Corps. New partners to start in Q4: Mercy Hands, GYO and INTERSOS

Mosul What PSS training packages do partners have and are using? Please share with the Cluster if you think these would be useful for other partners to use for upcoming response! Avoiding duplication for Mosul Please do inform Education Cluster where your proposals are for so we can track and avoid duplication Difficult for the Education Cluster to track gaps and duplication of EiE, as the proposals aren’t coming through the cluster for review / approval… – In order to be able to coordinate the whole response, the Cluster needs to know where organisations are applying for, so that Debaga doesn’t end up with 10 EiE projects and Baiji has 0!! Also, please ask your donors to be flexible – if duplication is identified, partners need to be able to move planned project locations

Back to School Campaigns Which organisations are doing BTS campaigns? Please let the Cluster know what activities your organisation is doing – posters; TV adverts; newspaper adverts; radio adverts; banners; providing Programme Staff to be at schools to help DoE register new students twice a week? Please coordinate with your DoE to ask them how your organisation can help register new students! UNICEF – Facebook page, KRG Radio adverts & banners in 35 schools/communities (in Arabic and Kurdish Badini)

IM: Consultation survey The Education Cluster ‘Partner Consultation survey’ was to support for the development of Education Cluster strategy, HNO and HRP Questions focused on partner presence and capacity, programmatic and geographic prioritization and EiE standardization (of supplies and training) Survey was open 27 th July – 11 th August 52 submissions!!

IM – Cluster Assessment Tool The Education Cluster Assessment tool is in draft and currently being finalised by CC and IMO. Please let us know if you’re interested in helping review this draft (‘Assessment Taskforce’) Then it will be circulated to all Cluster partners for review, feedback and sign off – ready for use!

REACH Assessment What are your key data needs for the upcoming year? What EiE data is your organisation really lacking? The Education Cluster is funding a massive nationwide EiE assessment, with school-by-school data collection across the whole country. We are designing the assessment tool, so please let us know if your organisation wants any specific questions in there! The assessment process, tool, raw data and final report will be owned by the Education Cluster partners – the aim is so you can use the findings for your EiE programming, funding proposals, advocacy, etc. Possible Cluster partner involvement: – Reviewing indicators / the tool – Programme staff trained up as enumerators – Logistics support (cars or office space in the hard to reach governorates) field-presence/iraq
