2016 Fall Startup Meeting 7/25/2016 LRA Finance Topics INDEPENDENT CONTRACTOR STATUS All Referees are Independent Contractors, providing services through the LRA managed GameOfficials assigning system. LRA does not have any employees. (Board Members and Officers are volunteers – everyone else ind. contractors) LRA does not withhold any taxes or any other pay roll deductions. No fringe benefits that one might obtain with an employment relationship such as vacation, sick leave, medical benefits Referees are individually responsible for any tax liabilities that may be associated with the fees earned through providing ‘freelance’ officiating services.

2016 Fall Startup Meeting 7/25/2016 LRA Finance Topics TAX REPORTING The total of all game fees paid by LRA for the calendar year and are subject to the $600 IRA reporting threshold.  Includes payments for all LARPD adult league games, Fusion SC and West Coast youth games.  EBMSL and OSSSL fees are paid directly to the officials by those leagues and are not included. If the total amount of fees paid to an official in 2016 equals or exceeds $600, LRA will issue a 1099-MISC. Forms for 2016 will mail in late January 2017.

2016 Fall Startup Meeting 7/25/2016 LRA Finance Topics Youth referees who earn $600 or more in fees will also receive a 1099-MISC form. Receiving a 1099-MISC does not automatically mean that taxes any are due. Youth referees receiving a 1099-MISC should give it to their parents/guardians for consideration in their 2016 income tax preparation. IRS tax regulations allow youths who are claimed as dependents on parents’ income taxes to earn thousands of dollars without tax liability. It is extremely uncommon for any youth referees who receive a 1099-MISC to pay any self employment taxes. PLEASE REFER TO IRS TAX REGULATIONS FOR MORE INFO (LRA is not qualified to offer tax advice)

2016 Fall Startup Meeting 7/25/2016 LRA Finance Topics GAME FEES LRA manages the payment of games fees for LARPD’s adult leagues (Adult Coed and Adult Women) and the youth clubs Fusion Soccer Club and West Coast Soccer Club.  Fee payments are made through the GoPay system built into GameOfficials or by written check.  GoPay is LRA’s preferred pay method as it takes considerably less resources to prepare compared to a paper check. East Bay Men’s League and Old Saturday Stumblers Soccer League make their own payments on the field.

2016 Fall Startup Meeting 7/25/2016 LRA Finance Topics The recurring issue that continutes to delay payment processing is MISSING GAME REPORTS. GAME REPORTS MUST BE FILED IN ORDER FOR THE GAME FEES TO BE PAID. (All games in GO, including scrimmages, Tournament games require game reports. This is the validation that the services were provided and confirmation of the crew). Our goal is to process game payments every two weeks (by Club). Game reports for all games in that time period are collected to close out the pay period. ONE MISSING REPORT AFFECTS ALL REFEREE PAYMENTS. LRA recommend filing all game reports at least once per week. Please complete the reports as soon as possible while the info is fresh. Please don’t make us chase the info down from you.

2016 Fall Startup Meeting 7/25/2016 LRA Finance Topics Payment Time Line LRA’s goal is to process fee payments in batches that cover 2 week periods. Games worked for different youth clubs are processed independently (i.e. payments for Fusion games will be paid separately from West Coast game payments). There will be a 1-2 week lag for the turn around of the first fall fee payments as we chase game reports and collect the fees from the clubs. After the first round of payments, subsequent payments should arrive approximately every 2 weeks.

The International Football Association Board (IFAB) have published the latest changes to the 2016/2017 Laws of the Game, the official rules for soccer around the world. The ultimate aim of revising the LOTG is "...to increase the universality of the Laws by making them easily understood so football/soccer throughout the world benefits from consistent interpretation and application."2016/2017 Laws of the Game

Laws of the Game Specific Changes Law 3: The Players Direct FK (or penalty) if a substitute/team official/sent off player interferes with play If opposing players are off the field of play (through the course of normal play) and one commits a foul, play will be restarted with the appropriate free kick, on the touchline or goal line. Under the current Laws, play restarts with a dropped ball, as only misconduct and not fouls can be committed off the field of play. Example: when a pair of opponents go off the field during the run of play and one grabs the other to prevent him/her from re-entering the field of play; the team of the player whose shirt was grabbed will now be awarded a free-kick on the appropriate boundary line. Note that this could result in a penalty kick being awarded.

Under the current Laws, the restart would be taken from the point where they were originally in an offside position. Note: how will the Assistant Referee handle the situation where a player starts a play from an offside position in the attacking half of the field and then becomes involved in active play on the defending half of the field)

Laws of the Game Specific Changes Law 12: Fouls and Misconduct DOGSO offenses in the penalty area are now punishable with a Yellow Card Where a player commits an offence against an opponent within their own penalty area which denies an opponent an obvious goal-­ ‐ scoring opportunity and the referee awards a penalty kick, the offending player is cautioned unless: → The offence is holding, pulling or pushing or → The offending player does not attempt to play the ball or there is no possibility for the player making the challenge to play the ball or → The offence is one which is punishable by a red card wherever it occurs on the field of play (e.g. serious foul play, violent conduct etc..) Players who are injured as the result of a reckless or excessive force challenge (resulting in a caution or send off to the offender) will not be required to leave the field of play to receive treatment, if treatment can be handled expeditiously

Laws of the Game Specific Changes Law 14: The Penalty Kick If the kicker of the penalty kick violates the Laws, the kick will no longer be retaken and play will be restarted with an indirect free kick for the defending team Indirect FK if wrong player deliberately takes the penalty (+ Yellow Card to player who took the kick) Indirect FK if ball kicked backwards If 'illegal' feinting occurs it is always an indirect FK (+ Yellow Card to the kicker) Goalkeepers who come off their line during a penalty kick will be cautioned if the kick fails, in addition to the kick being re-taken
