Safe Schools Program Campus Orientation August 15, 2016

COMPREHENSIVE SAFE SCHOOL PLAN Texas public schools are required to comply with Texas Education Code , dealing with preparation of a “Safe School Plan.” Each school shall adopt and implement a multi hazard emergency operations plan for use in schools. The plan must address mitigation, prevention, preparedness, response, and recovery as defined by the Commissioner in conjunction with the Governor’s Office of Homeland Security. 2

COMPREHENSIVE SAFE SCHOOL PLAN 3 The plan must provide for: 1.District employee training in response to an emergency; 2.Mandatory school emergency drills exercised to prepare district students, employees and visitors for responding to a crisis incident Board Policy CKC (Local); 3.Coordination with local emergency management agencies, law enforcement, fire departments and first responders in an event of a crisis incident; and 4.The implementation of a multi-year security audit.

SAFE SCHOOL PLAN PHASES 5 Mitigation and Prevention 1.Focused on known hazards; 2.Known hazards should be reviewed at the beginning of each semester; 3.Coordination with local emergency management agencies, law enforcement, fire department and first responders in an event of a crisis incident; and 4.The implementation of a multi-year security audit.

SAFE SCHOOL PLAN PHASES 6 Preparedness 1.Focused on practical responses to known threats; 2.Four response types include fire drill (evacuation), lockdown, severe weather and shelter-in-place; 3.Coordination with Security and Office of Emergency Management to ensure appropriate response; and 4.Four quarterly District Safety Meetings to practice larger scale exercises and review Safe Schools Program.

SAFE SCHOOL PLAN PHASES 7 Response 1.Focused on a response to a known threat; 2.Coordination with the District Crisis Management Response Team (DCMRT) and First Responders; and 3.Four quarterly DCMRT Meetings to practice large scale exercises and review response outcomes to past events.

SAFE SCHOOL PLAN PHASES 8 Recovery 1.Focused on recovering to a normal instructional setting; 2.Coordination with the District Crisis Management Response Team (DCMRT) and District Departments; and 3.Maintaining critical information backup and procedures to ensure short-term and long-term function of District and Campus services.

SAFETY DRILLS PROCEDURES 9 Practice to improve 1.Setting campus and personal goals will improve reaction time to an incident; 2.After-action review is critical to improvement; 3.Documenting drills and behaviors will assist the after- action review process; and 4.Seconds saves lives!

10 EVACUATION DRILL Drill Procedures: 1.Staff and students calmly exit the building on predetermined evacuation routes. 2.Staff are responsible for all visitors in the building and must take extra care in ensuring their safety. 3.Staff are required to become familiar with evacuation routes and all applicable evacuation procedures. 4.Review the drill fact sheet found in your EOP. Purpose: Staff, students and visitors evacuate the building when it is more dangerous to stay in the building.

11 LOCKDOWN DRILL Drill Procedures: 1.The drill begins by announcing, “Go into lockdown. Clear the hallways.” 2.Staff and students move into nearest secure room. Individuals outside should not enter the building. 3.Staff should the lock doors, cover windows, and turn off the lights. Avoid noise and turn-off cell phones. 4.Disregard any intercom announcements. The drill is terminated by security clearing rooms one-by-one. 5.Review the drill fact sheet found in your EOP. Purpose: Staff, students and visitors take actions to minimize harm to themselves and others.

12 WEATHER-RELATED DRILL Drill Procedures: 1.The drill begins by announcing, “Conduct your severe weather procedures.” 2.Staff and students move into designated safe locations. Staff may continue work if the situation allows it. 3.The drill is terminated by announcing “All clear! Return to normal schedule.” 4.Review the drill fact sheet found in your EOP. Purpose: Staff, students and visitors move to areas of greatest safety during severe weather.

13 SHELTER-IN-PLACE DRILL Drill Procedures: 1.The drill begins by announcing, “Shelter-in place. Close all windows and doors, and turn off air handlers!” 2.Staff and students will shelter in designated rooms. All visitors will be escorted to the nearest secure room. 3.Staff should lock and seal doors and windows. Purpose: Staff, students and visitors stay indoors because of an environmental/chemical/nuclear threat outside.

14 SHELTER-IN-PLACE DRILL Drill Procedures: 4.Staff will await further instructions. Account for all staff, students and visitors. Drill is terminated by announcing “All clear! Return to normal schedule.” 5.Review the drill fact sheet found in your EOP. Purpose: Staff, students and visitors stay indoors because of an environmental/chemical/nuclear threat outside.
