Office of the Higher Education Commission’s Policy According to the 15-Year Long term Plan on Higher Education, OHEC has formulated strategies on developing education by focusing on using Information and Communication Technology (ICT) to: 1.Reduce the gap between basic education, vocational education and higher. 2.Develop educational infrastructure to prepare for lifelong learning society. Digital Economy Digital Economy: DE is plan to used as a blueprint for the country’s development by digital technology, which can range from switching to digital mindset in all sectors, reforming economic structures (trade/ business, manufacturing, services), enhancing efficiency of government, to improving the quality of life of the Thai people.

Thai Government has provided full support to establish ThaiMOOC OHEC by TCU together with university network partner universities / institutes will start Thai-MOOC phase 1 on 2016 targeting to provide 120 MOOC-style courses, “Credit-bank” and “Assessment-center” and enabling Lifelong learning Learn and transfer learning creadit among university Learn and accumurate learning credits to get certificate or bachelor/master degree

ThaiMOOC as disruptive technology that will empower Higher Education by 1. Create cooperation among university networks for sharing courses 2. Create collaboration with private and industrial sectors in order to share knowledge 3. Platform for Human resource development 4. Lowering higher education cost and increase access to higher education 13
