Sports Officiating Soccer “Rules 4-6” Mr. Brewer

Rule 4 – Player Equipment There are 5 major requirements when it comes to players equipment, for all players: 1.Matching Jerseys 2.Matching Shorts 3.Matching Socks 4.Suitable Shoes 5.Suitable Shin Guards

Shin Guards Important things to consider when it comes to Shin Guard regulations: 1.Professionally manufactured 2.Age/Size appropriate 3.Shin Guards are not altered in design. 4.Shin Guards are covering the front of the shins. 5.Shin Guards are NO MORE than 2 inches above the ankle. LegalIllegal

Rule 4 Cont’d Goalkeeper Jersey The goalkeeper shall wear a jersey that is distinctly different from any teammate’s OR opponent’s jerseys. (Bright Colors) Jerseys may NOT represent any other club, association or organization other than OJR. (No replica Jerseys)

Shoes -All players MUST wear shoes -Shoes can have soles that contain: -Metal (NOT baseball cleats) -Leather -Rubber -Nylon -Plastic -Studs -Bars -No Sharp edges Studs Bars Metal

Coach Responsibilities Prior to the game, officials ask the coaches to ensure that all of their players are properly equipped. Illegally Equipped vs. Improperly Equipped – Illegally Equipped : A player NOT wearing equipment required by rule AND/OR wearing equipment that is not allowed by rule. Result = YELLOW CARD (Caution) – Coach 1 st – Player cautioned 2 nd offense – Improperly Equipped: A player wearing LEGAL equipment, but doing so improperly or incorrectly. Result = Remove Player from field of play(no Caution for 1 st offense) Pre-Game Captains/Coaches Conference w/ Officials.

Rule 5 – The Officials A standard high school soccer game will have 3 certified referees: -1 Head Referee (Center of the Field) -Responsible mostly for calls on the field including but not limited to: -Fouls/Penalties -General Field of Play Calls -2 Sideline Referees (1 on each sideline) -Responsible mostly for calls along or near the sideline including but not limited to: -Out of bounds -Off-sides -Any fouls near sideline that more than likely can only be seen by the sideline official.

Officials Pre-game Officials need to be dressed and ready to go at least 15 minutes before the game. Pre-game responsibilities: 1.Inspect and approve game balls, field and nets. 2.Ask home team if there are any local ground rules that apply. 3.Review duties with scorer, timer and assistant referees/ball carriers. 4.Pre-game coin toss

Rule 6 – Ball Holders, Timer and Scorer Ball Holders- – The HOME team is expected to provide at least 2 ball holders. – The ball holders are expected to carry an extra soccer ball, and track down soccer balls kicked out of bounds. – They are under direct supervision of the officials.

Timer The official timer is to be supplied by the home team. * Often times, the head official will keep the time on his/her own as well. In High School, the Game Clock shall be visible by both teams. Responsibilities of the Timer: – Start and Stop Clock – Stop Clock only when signaled to do so by the official, otherwise the clock is meant to be a running clock. – Signal to official when substitutes report. – VERBALLY count down last 10 seconds of the game in a way in which the HEAD official can hear.

Timer When does the timer stop the clock?: – Always look for the official’s signal to stop the clock. – The following situations warrant a stop in the clock: Injury Penalty Kick Caution Following a Goal Disqualification

Scorer Much like the timer, the HOME team shall provide an official scorer. – Also like the time, the score more than likely will be kept by the head official in his score book as well. – Other Responsibilities of the Scorer: Verify Team Roster’s – Names, numbers, starters vs. substitutes Record all scores – Time and Player(#) Record Cautions(Yellow/Red Cards) – Time of caution and Player(s) (#)
