Modernizing Russia Peter the Great felt that the only way to truly modernize Russia was to improve through education. Prior to Peter I, Russians were not allowed to study science in a foreign country. Peter encouraged and sometimes demanded that citizens leave in order that Russia improve. Part of the improvement was building a seaport allowing easier travel to Russia from the West. Moscow was too far inland for many foreigners to visit or experience, but St. Petersburg was on the water.

Modernizing Russia Peter I had the city built on Swedish land controlled by Russia. The land was actually a swamp, but suited Peter’s needs. He required that thousands of serfs leave their homes and spend all summer working on the future capital. Thousands died. Once the capital was finished Peter required that the nobles leave Moscow and settle into St. Petersburg. Peter turned Russia into a powerful nation with access to the rest of the world.
