UPPER NEWPORT BAY ECOSYSTEM RESTORATION PROJECT NEWPORT BEACH CITY COUNCIL STUDY SESSION FEBRUARY 14, 2006

WHY ARE WE CONCERNED ABOUT SEDIMENT DEPOSITION IN NEWPORT BAY? Directly impacts open water habitat Degrades other estuarine habitats Adversely impacts resident and migratory species Reduces tidal circulation in the Upper Bay Allows easy access to sensitive habitat areas Limits recreation and educational uses Creates shoals in navigation channels and slips Sediment TMDL Compliance

PROJECT OBJECTIVES Manage sediment deposition in the Bay to sustain a balance of estuarine habitats Reduce the frequency of dredging maintenance Improve or restore estuarine habitats Maintain water access for Reserve Managers Remove natural and man-made features in Reserve that provide little or no value Increase tidal circulation in stagnant water areas Reduce potential human or predator access to sensitive habitat areas Improve public use and access, and educational and recreational opportunities

PROJECT CONSTRAINTS Avoid any net loss in salt marsh habitat Limit future changes to all habitat types Prevent the advance of one habitat or species at the cost of another Minimize and/or avoid disturbance to wildlife

PROJECT FEATURES Expand and Deepen In-Bay Basins to –20 feet MSL Unit I/III Basin (Upper Basin) Move larger tern island Dredge about 958,000 cubic yards Increase open water area by about 19 acres Unit II Basin (Lower Basin) Dredge about 866,000 cubic yards Increase open water area by about 19 acres

PROJECT FEATURES (cont.) n Construction of 12 Restoration Measures u Reconstruct side channels around small tern island, New Island, Middle Island and Shellmaker Island u Restore dredge spoil areas at Northstar Beach and Shellmaker Island u Create a small channel at Shellmaker Island u Cap tern islands with clean sand u Segment main dike n Note: Some of the features listed have not been awarded in this construction phase

Light-Footed Clapper Rail Least Terns Some of the Endangered Species of Concern
