Date What is FWP ? The French Water Partnership (FWP) was created in March 2007, on the occasion of World Water Day and following the 4th World Water Forum in Mexico City in 2006 The FWP is a multistakeholders forum which debates on governance and water resources management and helps to maintain a political decision making focus on water-related challenges, for instance the Millennium Development Goals on Water & Sanitation

Date The members of FWP The PFE brings together the French water stakeholders active at the international level : The State and its public establishments, NGOs, local authorities, private companies, scientific and technical organisations, private members (6 colleges). It currently gathers about 130 members. Private members Associations NGOs and Foundations Scientific and Technical organizations Private companies State and Public organizations, Water Agencies and River Basin organizations Local authorities & National associations of elected representatives

Date Mandate The FWP coordinates the deliberations and debates of its members on common positions on water issues which are disseminated to the international community. It promotes the know-how, best practices and projects of its members at international and European events, forums and networks. It offers contributions to the French Government's representatives in charge of discussions concerning water policy within European and inter-governmental institutions.

Activities of France in EU Twinning France has been involved in several EU Twinning over the last 15 years : Poland, Czech Republic, Romania, Estonia, Bulgaria,… Now France is involved in several EU twinning : Croatia, Turkey, Ukraine, Albania, Egypt,… The french Ministry in charge of Environment delegate to International Office for Water to prepare application to EU twinning with short term experts from Administration (Ministry, Water Agencies, ONEMA) and International Office for Water

The International activities of the French Water Agencies The French Water Agencies are involved in some International River Commission (e.g. Scheldt, Meuse, Rhine, Leman Lake,…) through National delegation + experts involved in working groups Experts from Water Agencies can also take part to EU twinning (as RTA or short term experts) With the « Oudin – Santini » law adopted in 2005, the french water agencies can use till 1% of its budget for : Decentralised cooperation (i.e. support project for increasing access to water and sanitation in developing countries Institutional cooperation (agreement with basin organisations)

11 3. The International activities of the French Water Agencies Illustration : International activities of Artois- Picardie Water Agency Participate to Scheldt International Commission Has provided RTA (Bulgaria) and short term experts (Poland, Czech Republic, Bulgaria, Ukraine,…) for twinning

The International activities of the French Water Agencies Every year, Artois-Picardie Agency support between 10 and 15 projects for access to water and sanitation in developping countries Technical & financial support (objective 1,4 million/year in 2015) for contributing to the millenium goals Follow-up and assessment of the projects Analysis and dissemination of the best practices

15 3. The International activities of the French Water Agencies The World Water Youth Parliament set in Marseille in March 2012 was supported by Artois-Picardie Water Agency WWYP member from Turkey : ORHAN GAZI KARATAS (Sivas education and youth Association)
