Why does MEXUS exist? 24 JUL 1980: Cooperation Agreement between Mexico & U.S. regarding Pollution of the Marine Environment by Discharges of Hydrocarbons or other Hazardous Substances. 30 NOV 1990: The MEXUS Plan was developed in accordance with the provisions of the International Convention on Oil Pollution Preparedness, Response and Cooperation.

MEXUS Plan FEB 2000: MEXUS Plan was formally adopted between Mexico and the United States. Established procedures for responding to pollution incidents threatening coastal waters or marine environment within the Mexico-US border region.

MEXUS Plan 2015 Anticipated completion in Revisions will be agreed to by: – USCG Headquarters Office of Marine Environmental Response Policy (CG-MER), in coordination with US Department of State. – SEMAR Headquarters Jefe de Operaciones del Estado Mayor General (S3), in coordination with Secretaría de Relaciones Exteriores.

MEXUS Plan 2015: Key Provisions The MEXUS Plan 2015 provides for bi-national coordination in response to pollution incidents that could seriously affect the coastal waters of both countries. The coordination, implementation and maintenance of the MEXUS Plan remains the joint responsibility of the United States Coast Guard and the Secretaria de Marina-Armada de México. The maintenance of the MEXUSPAC Annex remains the joint responsibility of the USCG 11 th District (Alameda, CA) and SEMAR Region 2 (Ensenada, BC).

Joint Response Team (JRT) 2015 The Chairs of the MEXUSPAC JRT remain: *Commander, SEMAR 2 nd Region *Commander, USCG D11 Simplified JRT Model: – U.S. & Mexico respond in their own countries in accordance with their own response plans. – Coordinate response information between the U.S. & Mexico incident command posts.

Responsibilities of the JRT 2015 The functions and responsibilities of the JRT Chairs include, but are not limited to: – Establish bi-national coordination. – Propose initiation of joint response coordination. – Make recommendations to improve MEXUS Plan.

Status of MEXUSPAC 2015 D11 and RN-2 have completed majority of draft annex. Once MEXUS Plan is final, D11 will incorporate Plan elements into U.S. draft of the MEXUSPAC Annex. RN2 will review and approve the final draft. USCG and SEMAR Headquarters will review and concur with Annex. D11 and RN-2 coordinate signing of ‘15 MEXUSPAC!

Foreign Assistance - Unchanged Either country may request response resources from the other via their own Department of State/Ministry of External Relations. Such response support would be conducted outside the provisions of the MEXUS Plan.

Informal Assistance - Unchanged The MEXUSPAC Chairs and Coordinators have always been able to call upon one another with questions or informal requests for assistance. – M/V DILIGENCE – 2004 – M/V APL PANAMA – 2006
